1
01 May 2007
AGE-NC Project No. 07-1516
open water features were noted within a one-mile radius from the subject property.
The EDR Report Overview and Detail Maps did not show the subject property located in a 100-year
or 500-year Flood Zone. This data, available in select counties across the country, was obtained by
EDR in 1999 from the Federal Emergency Management Agency(FEMA);the data depicts 100-year
and 500-year flood zones as defined by FEMA.
The EDR Report Overview and Detail Maps did not show the subject property listed in the National
Wetlands Inventory. This data, available in select counties across the country, was obtained by EDR
in 2002 from the U.S. Fish and Wildlife Service.
Ground water monitoring data taken in October 2006 as part of an on-going investigation at
George's Service, 1600 West Durham Ferry Road, located approximately 800 feet south-southeast
from the subject property, noted a shallow depth to ground water of approximately 10 feet below
surface grade and a ground water flow direction to the north-northeast.One site map dated May 1992
and prepared by URS Consultants was found by AGE during file review at the San Joaquin County
Environmental Health Department (SJCEHD); the map references an August 1989 Former
Discharge Area Investigation performed by Weston and shows an approximate ground water flow
direction to the northeast. Ground water is considered to be of beneficial use and is utilized for
domestic, industrial and commercial purposes.
3.0. SITE HISTORY
The objective of consulting historical sources for a Phase I is to develop a history of previous uses
of the property and the surrounding area to help identify the likelihood of past uses having led to
recognized environmental conditions with respect to the property. All obvious uses shall be
identified from the present to the property's first obvious developed use,or back to 1940,whichever
is earlier. Review of standard sources at less than five year intervals is not required.
The history of the subject site from as early as 1915 to present was researched by reviewing historical
aerial photographs, topographic maps, directory information, fire department and building
department records, oil and gas maps and personal interviews.
The property appears to have operated as an agricultural crop dusting service from at least 1949
through 2001,when the operation was closed.According to a 1992 interview with Mr.Dwayne Bots
and presented in Section 3.9,the property was owned by Mr. Gene Winey and sold to George Boys
and Carl Trinkle in 1955;they operated the business as Trinkle and Boys Flying Service from 1955
to 1982,when the property was sold to their sons Dwayne Boys and Eric Trinkle.Multiple abatement
violations were issued for weeds and trash in 2002 and all structures were removed in 2006 except
. Advanced GeoEnvironmental,Inc.
