1 <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL- BOARD <br /> CENTRAL VALLEY REGION <br /> CLFANUP AND ABATEMENT ORDER NO. 87-734 <br /> FOR <br /> TR.INKLE .AND BOYS AG FLYING SERVICE, INC. <br /> SAN JOAQUIN COUNTY <br /> The California Reg ioral 14a ter Quality Control Board, Central Valley Region, <br /> (hereafter Board) finis that: <br /> 1 , Trinkle and Boys Ag Flying Service, Inc. , (hereafter Discharger) operates a <br /> pesticide application business (facility) located at 31244 S. Highway. 33, <br /> lr•acy, in the southeast quarter of the southeast quarter of Section 17, <br /> ['_iS, R6E, MDB&M. (S(.:.,e map, Attachment 1. ) <br /> 2. The Discharger currently collects pesticide rinse water and stores it in an <br /> above-ground tank for reuse or off-site disposal . However, for approx- <br /> imately 40 year-, prior to 1956, the Discharger caused rinse water to be <br /> discharged to ground at this facility. This disposal history indicates <br /> that pesticide residues in site soil have been, or probably will be, <br /> discharged into waters of the state. <br /> 3. Area ground water- is less than 10 feet below the surface. The facility is <br /> within the New Jerusalem Drainage District, and tile drained areas exist <br /> less than one-quarter mile east and one-half mile west of the facility. The <br /> tile drainage is discharged to the San Joaquin River. Area surface <br /> drainage also flows towards the San Joaquin River. <br /> a.. Beneficial uses of the San Joaquin River are agricultural and industrial <br /> supply, recreation, and fish and wildlife habitat. <br /> 5. Beneficial uses of the area ground water are irrigation, stock watering, <br /> and industrial and domestic upply, Ground water serves the domestic needs <br /> of residences locat.�:�d itrenediately adjacent to this facility. <br /> 6. The Board ' s Water- Quality Control Plan was amended by Resolution 79-149, <br /> adopted 22 June 1.919, to read "Facilities developed for handling pesticide <br /> rinse waters shall riot allow percolation to underlying soils or ground <br /> waters, " <br /> 7, Sampling conducted by Board staff on 17 June 1986 revealed that 12 pesti- <br /> cides were present in the shallow ("perched") ground water encountered at <br /> 18 inches depth adjacent to the application equipment wash area at the <br /> site. Additional pesticides were present in soil samples from the facil- <br /> ity. Because pesticide residues have entered the perched water, and have <br /> entered or are likely to enter the lower ground water or surface water, the <br /> Discharger has created, or threatens to create, a condition of nuisance and <br /> pollution. <br /> 8. On 17 March 1987, the Discharger was requested, pursuant to Section 13267 <br /> of the California Water Code, to submit a work plan and time schedule for <br /> an investigation to determine the horizontal and vertical extent of soil <br /> contamination and ground water degradation caused by on-site waste dis- <br /> charge. <br />
