►non[Tor,I VL j <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 90-812 <br /> MONITORING AND REPORTING PROGRAM <br /> FOR <br /> TRINKLE AND BOYS AG FLYING SERVICE, <br /> ERIC TRINKLE, DWAYNE BOYS, <br /> CARL TRINKLE, AND GEORGE BOYS <br /> SAN JOAQUIN COUNTY <br /> The California Reginal Water Duality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> i . Lric Trinkle and Dwayne Boys, dba Trinkle and Boys Ag Flying Service, <br /> — Inc. , own and operate a pesticide application business located at 31244 S. <br /> Highway 33, Tracy. in the SE 1/4 of the SE 1/4 of Section 17, T3S, R6E, <br /> MDB&M. The land 4s owned by Carl Trinkle and George Boys. All four <br /> people, and the firm, will be hereafter referred to as the "Discharger". <br /> 2. The Discharger currently collects pesticide rinse water and stores it in <br /> an above-ground tank for reuse or off-site disposal . However, for <br /> approximately 40 years prior to 1986, the Discharger caused rinse water to <br /> be discharged to ground at this facility. The disposal history indicates <br /> that pesticide residues in site soil have been, or possibly may be, <br /> discharged into waters of the state. <br /> 3. Area groundwater is less than 10 feet below the surface. The facility is <br /> within the New Jerusalem Drainage District, and tile drained areas exist <br /> less than one-quarter mile east and one-half mile west of the facility. <br /> The tile drainage is discharged to the San Joaquin River. Area surface <br /> drainage also flows to the San Joaquin River. <br /> a. Beneficial uses of the San Joaquin River are agricultural and industrial <br /> supply, recreation, and fish and wildlife habitat. Beneficial uses of the <br /> area ground water are irrigation, stock watering, and industrial and <br /> domestic supply.. <br /> 5. On 27 October, 1.987, Eric Trinkle and Dwayne Boys were issued Cleanup and <br /> Abatement Order (C&A) No. 87-734, and on 8 March 1989, Carl Trinkle and <br /> George Boys were issued C&A No. 89-705. The two C&As are nearly <br /> identical , and order that the Discharger shall "clean up wastes and abate <br /> threatened pollution" at the airstrip. This was to be accomplished by <br /> first characterizing the former pesticide rinse water disposal area, and <br /> then by implementing a site mitigation plan. <br /> '- 6. The Discharger hired a consultant to perform the site characterization, <br /> which was completed with the submittal of a letter on 30 May 1990. <br />
