TRINKLE AND BOYS AG FLYING SERVICE - 2 <br /> MONITORING AND REPORTING PROGRAM <br /> 7. The site characterization found concentrations of DDT, 2,4,5-T, benomyl , <br /> bromacil , carbaryl , carbofuran, and methomyl in one of three monitoring <br /> wells. The pesticides diazinon, disulfoton, endosulfan, DDE, DDD, DDT, <br /> parathion, chlorpyrifos, bolstar, benomyl , carbaryl , carbofuran, diuron, <br /> and monuron were detected in most of the eighteen soil borings. <br /> 8. Under the C&A Orders, the Discharger was ordered to submit a site <br /> mitigation plan by I April 1988; the deadline was extended to 1 August <br /> a 1989 and then to 7 June 1990. No site mitigation plan has been received. <br /> 9. Based on a review of the data submitted, staff has determined that <br /> :mitigation efforts may not be necessary. Monitoring of pesticide levels <br /> in the groundwater should continue, however, to further evaluate the <br /> impacts of past practices. Current disposal practices should also be <br /> monitored to ensure compliance with applicable regulations. <br /> 10. The issuance of this Order is a regulatory action for the protection of <br /> the environment and, as such, is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 21000, <br /> et. seq. ) , in accordance with Section 15308, Title 14, California <br /> Administrative Code. <br /> 1. 1 . This Order is issued pursuant to Section 13267 of the California Water <br /> Code. Any person affected adversely by this action of the Board may <br /> petition the State Water Resources Control Board to review the action. <br /> The petition must be received by the State Board within 30 days of the <br /> date on which the Board took action. Copies of the law and regulations <br /> applicable to filing petitions will be provided on request. <br /> IT IS HEREBY ORDERED that Trinkle and Boys Ag Flying Service, Eric Trinkle, <br /> Dwayne Boys, Carl Trinkle, and George Boys, in order to meet the provisions of <br /> Division 7 of the California Water Code and regulations thereunder, shall conduct <br /> the following monitoring programs: <br /> 1 . Ground Water <br /> a. Water samples shall be collected from the three monitoring wells <br /> (MWI, MW2, and MW3) on a twice yearly basis (January and June) . <br /> Samples shall be analyzed for the EPA organochlorine (608), <br /> carbamate (632) , and phenoxyacid herbicide (615) tests. The method <br /> of sampling, including containers, preservatives, transportation, <br /> and holding time, shall be in accordance with the EPA's Standard <br /> Methods . <br /> b. The three monitoring wells (MW1, MW2, and MW3) shall be tested on a <br />-� quarterly basis (January, April , June, and October) for temperature, <br /> pH, electrical conductivity, and groundwater elevation. <br />
