A concrete pad and a sump is located directly south of the chemical holding tank and <br /> batcher. The concrete pad and sump area serves as awash down facility where'chemicals are washed from <br /> airplanes and equipment. Standing water was observed.above the sump grating. Mr. Boys indicated that the <br /> electrical sump pump malfunctioned and cannot pump rinse water to the 6,500-gallon capacity holding tank I <br /> across the landing strip. The pump had been out of operation since April 1992._Trinkle & Boys complied with <br /> the Regional Water Quality Control Board's guidelines for installing a rinse water collection system on the <br /> facility in 1986, as required for all aerial applicators in the Central Valley. Mr-'Boys plans to demolish the <br /> _ present sump system and construct anew double-lined sump system to meet new pesticide rinse water <br /> regulations. <br /> Airplane engine maintenance is performed on a strip east of the hangar/office. Large oil spots can be seen on <br /> the ground surface. According to Mr. Boys,the California Department of Health Services inspected the ail <br /> spots and determined.no regulations were violated. Spilled oil was hosed off into the sump. Adjacent to the <br /> southern hangar is a fenced pesticide storage area. Several pesticides and fungicides are stored in this area. i <br /> Empty pesticide containers were triple washed and dumped into a trash container before'disposal to a Class H <br /> landfill. The Department of Agriculture inspects the trash container.before being hauled-off the site. Dark <br /> brown soil stains and white powder-trails leading up to the fenced entrance were noted on the ground surfacer <br /> Spills occurred in this area. Another storage area east of the the hangar/office contained empty stacked <br /> 55-gallon drums. This area was fenced. Mr:Boys indicated that these drums were tripled washed prior to <br /> storage. According to Mr:Boys, no wastes are generated on that contained lead,paints, or parts cleaners. <br /> Two underground.storage tanks are located on the property. One tank, approximately 100 feet cast of the <br /> hangar/office once contained aviation gasoline aboutfive to six years ago, but now is empty. Plans are <br /> ,underway to remove this tank under the supervision of the Air Pollution Control..District. Aviation gasoline is i <br /> presently,being delivered by a mobile trailer tank. Another underground storage'tank is located east of the <br /> southern hangar. Four above ground storage tanks can be seen on the east end of the property. Three of the <br /> tanks belong to a former gas station, now a`forklift repair shop, located southeast of the Trinkle&Boys site. <br /> _ Apparently, the underground storage tanks`of the gas station were removed.and are now stored on the <br /> property. The fourth tank,located next to the storage area east of the hangar/office, stored automobile gasoline <br /> that was pumped from the gas station's tanks before its removal. <br /> A drinking water well is located off site less than 200 feet north of the hangar/office. This well serves both <br /> Trinkle& Boys and a residential home located north of the site. Mr. Boys does not know the depth of the <br /> water well. A septic tank is possibly located along the northern side of the site. Gravel rinse basins where <br /> planes used to be rinsed were located on either side of the landing strip;.however, over the years the gravel has <br /> become more of a conglomerate consisting of soil and gravel. The business possesses an operational permit <br /> from the Department of Agriculture.
