Ti _r 01 May 2007 AGE-NC Project No. 07-1516 t Page 37 of 39 Ti Site Status and Potential Investi atg ions The 1993 SJCEHD Closure Letter identified the following remaining conditions: ' Possible contamination from the removal of the three exempt 6,000-gallon USTs removed j in 1989 without permit or documentation and never assessed. • Possible contamination from the use of the property as an agricultural flying company (pesticide application). • Property use changes may require further site investigation. The Pesticide Discharge case is still open as a SLIC (Spills and Leaks) case with the CVRWQCB even though there was no required soil remediation and the required ground water monitoring program was completed. The Tracy Planning Area Report from the San Joaquin County 2010 General Plan notes that the subject property was included in the New Jerusalem Area. Items referencing the subject property included notations that before development applications could be approved within 2000 feet of the subject property agricultural airstrip that the site must be closed and remediated or a Border Zone Determination will be issued by the State Department of Health Services. Potential Preliminary Site Assessment investigations identified from the owner interview and site visit: • The agricultural chemical storage area(pesticides, fertilizers and herbicides) located along the north boundary. The drum and other container storage was palletized inside a secure fence on a dirt/gravel base and contaminants may have leaked to the subsurface. Some sampling in this area was performed in previous investigations. • The existing hangar had a dirt/gravel floor; with the long-time storage of aircraft and the storage of oils,waste oil and other materials contaminants may have leaked to the subsurface. • Scrap Metals and aircraft were stored in the southern portion of the property on a dirt base from at least 1998 through 2002; there is the potential that metals may have impacted the subsurface. • If the property was to have a use change to residential then additional confirmation sampling might be required.
