Analysis <br /> Background <br /> Use Permit PA-0800266 for off-site wine cellar with up to 24 marketing events per year for up to 150 <br /> people approved by Planning Commission on December 4, 2008 <br /> • This Revisions of Approved Actions application to increase the number of people per marketing event <br /> from 150 to 370 people and to change the hours of operation submitted on March 24,2009 <br /> • Site Approval application PA-0900200 for a small winery approved by Community Development <br /> Department on August 27, 2009 <br /> Marketing Events <br /> The original marketing plan states that there will be up to 24 events per year for a maximum of 150 <br /> people per event. The events will be for the marketing and sales of wine to groups by appointment. The <br /> applicant realized that there is a need for larger events. The existing multi-purpose building for the <br /> marketing events is large enough to handle the increased capacity without any modifications_ <br /> Traffic Study <br /> The Public Works Department requires a traffic study for marketing events that have more than 150 <br /> participants. A traffic study was completed in November 2009. The Department of Public Works submitted <br /> a new memo dated November 25, 2009 that recommends the addition of two conditions. The first is to <br /> modify onsite roadways to accommodate 40-foot long vehicles per the traffic study analysis_ The second <br /> is to modify the website and all advertising literature to require all buses and stretch limousines to pre- <br /> arrange arrival times. Applicant is to provide flag personnel in orange vests to assist the buses and <br /> stretch limousines entering and leaving the site access driveways onto the public roads. <br /> Parkin <br /> The Site Plan indicates 87 parking spaces. The Conditions of Approval require 27 parking spaces for the <br /> wine cellar and 50 spaces for the marketing events. This equals one parking space for every three <br /> marketing event attendees. This condition was added by the Community Development Department at the <br /> public hearing and was agreed to by the applicant. <br /> Therefore, the Community Development Department is recommending a revised Condition of Approval to <br /> require 73 more parking spaces for marketing events for a total of 150 parking spaces. <br /> San Joaquin County PA-08002661Raverty <br /> Community Development Page 3 <br />
