Dischargers-whose projects disturb one or more acres of soil or whose projects disturb less than one <br /> acre but are part of a larger common plan of development that in total disturbs one or more acres are <br /> required to obtain coverage under the General Permit for Discharges of Storm Water Associated <br /> With Construction Activity(Construction General Permit 99-08-DWQ). Construction activity subject <br /> to this permit includes clearing, grading, and disturbances to the ground such as stockpiling or <br /> excavation but does not include regular maintenance activities performed to restore the original line, <br /> grade, or capacity of the facility. <br /> I` m. The site shall be designed to contain storm water runoff on the site and prevent off-site sediment <br /> transport. <br />� F <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Lisa Medina, 468-3455) <br /> a. A soil suitability study shall be submitted to Environmental Health indicating that the area is suitable <br /> for septic system usage. The study must be approved by Environmental Health prior to the issuance <br /> of building permits(Development Title Section 9-1105.2[d]). A review fee of$210.00 must be paid at <br /> the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site waste water treatment and disposal systems is required for <br /> each parcel.'A permit fee of$105.00 per percolation hold its required. <br /> b. Construction,of an individual sewage disposal system under permit and inspection by Environmental <br /> Health is required at the time of development based on the Soil Suitability/Nitrate Loading Study <br /> findings.
