Dischargers-whose projects disturb one or more acres of soil or whose projects disturb less than one acre but are part of a larger common plan of development that in total disturbs one or more acres are required to obtain coverage under the General Permit for Discharges of Storm Water Associated With Construction Activity(Construction General Permit 99-08-DWQ). Construction activity subject to this permit includes clearing, grading, and disturbances to the ground such as stockpiling or excavation but does not include regular maintenance activities performed to restore the original line, grade, or capacity of the facility. I` m. The site shall be designed to contain storm water runoff on the site and prevent off-site sediment transport. � F 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Lisa Medina, 468-3455) a. A soil suitability study shall be submitted to Environmental Health indicating that the area is suitable for septic system usage. The study must be approved by Environmental Health prior to the issuance of building permits(Development Title Section 9-1105.2[d]). A review fee of$210.00 must be paid at the time of submittal to Environmental Health. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or the EPA Design Manual for on-site waste water treatment and disposal systems is required for each parcel.'A permit fee of$105.00 per percolation hold its required. b. Construction,of an individual sewage disposal system under permit and inspection by Environmental Health is required at the time of development based on the Soil Suitability/Nitrate Loading Study findings.
