f. FENCING: All outdoor recreation areas shall be enclosed by walls or fences not less than six(6)feet <br /> in height. Should existing fencing be less than six (6) feet in height, the Review Authority may <br /> approve such alternative fencing if, upon the review of adjacent uses, supervision rations, and facility <br /> floor plans, it is determined that the existing fence height will not be detrimental to the health, safety, <br /> or welfare of facility users. (Development Title Section 9-1030.3 (c )) <br /> g. OUTDOOR ACTIVIES: Outdoor activities shall not be permitted before 7:00 a.m. or after 10:00 p.m. <br /> (Development Title Section 9-1030.3(e)) <br /> h. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with base material of appropriate depth and asphalt concrete or Portland cement <br /> concrete to provide a durable, dust free surface. Bumper guards shall be provided where <br /> necessary to protect adjacent structures or properties(Development Title Section 9-1015.5[e]). <br /> (2) A minimum of ten (10) parking spaces area required, including one van accessible space. The <br /> accessible space shall be located as close as possible to the primary entrance (C.C.R., Title 24). <br /> (3) Each parking stall shall be an unobstructed rectangle, minimum nine (9) feet wide and twenty <br /> (20)feet long. (Development Title Section 9-1015.5[b]) <br /> i. LOADING: One (1) loading space shall be provided. The space shall be a minimum of 25 feet in <br /> length and 15 feet in width and shall have a minimum height clearance of 14 feet. On-site driveways <br /> and maneuvering areas may be used in lieu of the loading space as long as maneuvering areas for <br /> delivery vehicles are provided. (Development Title Section 9-1015.6) <br /> j. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site <br /> Plan: <br /> 1 <br /> (1) Access driveways and parking aisles shall have a width of no less than twenty-five (25) feet for <br /> two-way aisles and sixteen (16) feet for one-way aisles, except that in no case shall driveways <br /> designated as fire department access be less than twenty(20)feet wide. <br /> k. LIGHTING: Lighting shall be provided and comply with the following: <br /> (1) If the parking area is to be used at night, parking lot and security lighting shall be installed. <br /> (Development Title Section 9-1015.5[g]) <br /> (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property lines shall be permitted except onto public thoroughfares, provided, however, that such <br /> light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) <br /> I. LANDSCAPING: Landscaping shall be provided and comply with the following: <br /> (1) A minimum ten (10) foot wide landscaped strip, respecting the ultimate rights-of-way widths of <br /> Tenth Street and Beighle Street, shall be installed across the frontage of the project site <br /> (Development Title Section 9-1020.7). The existing oleander planter strip along Beighle Street <br /> does not need to be widened if less than ten (10)feet. <br /> (2) All areas not used for buildings, parking, driveways, walkways, approved outdoor storage areas, <br /> or other permanent facilities shall be landscaped.
