Vector Control <br /> District (209-982-4675) and the California Health and Safety Code for the prevention of j <br /> mosquitoes. Best Management Practices (BMP) guidelines for storrnwater devices, ponds and <br /> wetlands are available. <br /> I. <br /> All future building permits for projects located within a Special Flood Hazard Area at the time of j <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605) and all requirements of the State of California (CCR Title 23)that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> i <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto,209-468-3443) <br /> a. A soil suitability/nitrate loading study incorporating the existing and proposed development with <br /> regards to staff and customer use shall be submitted to the Environmental Health Department, <br /> indicating that the area is suitable for septic system usage. The studies must be approved by the i <br /> Environmental Health Department prior to issuance of building permit (San Joaquin County <br /> �rgS Development Title, Section 9-1105.2(d)). A review fee of S625 must be paid at time of submittal I, <br /> to the Environmental Health Department. i <br /> VV <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel. A permit fee of$125 per percolation hole is required. <br /> � p b. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) <br /> � '"d"' ✓ and nitrates with the results submitted to the Environmental Health Department prior to issuance <br /> of building permit. Samples are to be taken and analyzed by a State-approved laboratory (San <br /> C — Joaquin County Development Title,Section 9-1115.7). <br /> NOTE: Prior to the issuance of a food facility permit,samples must to be taken from the existing <br /> well and analyzed for bacteriological test(quarterly), Nitrate test (yearly), and Nitrite test (every <br /> three years), by a State-approved laboratory(San Joaquin County Development Title, Section 9- <br /> 1115.7) and results submitted to the Environmental Health Department. <br /> c. An application for Waste Discharge Requirements must be submitted to the Central Valley <br /> Regional Water Quality Control Board prior to development (California Water Code, Article 4, <br /> Section 13260). <br /> d. Applicant will need to get written approval from a public entity that will accept the proposed winery <br /> waste should applicant propose to haul winery wastewater offsite. That written acceptance shall <br /> be presented to the Environmental Health Department prior to issuance of building permit and/or <br /> final occupancy approval. <br />
