cumulatively considerable net increase of any criteria pollutant for which the project region is non-attainment under <br /> an applicable federal or state ambient air quality standard, including releasing emissions which exceed quantitative <br /> thresholds for ozone precursors;4)expose sensitive receptors to substantial pollutant concentrations; or create <br /> objectionable odors affecting a substantial number of people. <br /> The EIR found that the addition of idling emissions indicates that, in the absence of mitigation, NOx emissions <br /> would be above the significance threshold,while all other emissions would remain below the thresholds.Without <br /> mitigation, project operations would result in potentially significant impacts related to ozone due to NOx emissions <br /> and would contribute to adverse health effects associated with ozone.Therefore, Mitigation Measure 4.3-1 is <br /> included in the Mitigation Monitoring Program. The mitigation measure states that prior to issuance of building <br /> permits, the applicant shall make application to the SJVAPCD for a permit under Rule 9510-Indirect Source Rule <br /> (ISR).The applicant shall submit an air impact assessment(AIA) providing the quantified NOx and PM emissions <br /> associated with project operations. The applicant shall incorporate mitigation measures identified by SJVAPCD <br /> into the project to reduce the NOx and PM emissions associated with project operations by at least 33.3%and <br /> 50% respectively over a period of ten years. These reduction requirements shall be met through on-site emission <br /> reduction measures. If necessary to offset any excess NOx and PM emissions not reduced on on-site measures, <br /> the applicant shall pay a monetary Off-Site Fee to SJVAPCD, as calculated under Rule 9510. <br /> This mitigation measure would reduce the amount of NOx and PM emissions generated by project operations <br /> below SJVAPCD significance thresholds. Moreover, the project's impact to air quality has been identified as a <br /> potentially significant impact but will be reduced to a less than significant impact with the incorporation of the <br /> mitigation measures. <br /> San Joaquin County PA-1 000131\Highway 12 Investors <br /> Community Development Page 6 <br />
