Reporting Program is attached to and incorporated into the Final EIR document and is approved <br /> in conjunction with certification of the EIR and adoption of these Findings of Fact. <br /> VII. <br /> SIGNIFICANT EFFECTS AND MITIGATION MEASURES <br /> The Draft EIR identified a number of significant and potentially significant environmental <br /> effects(or impacts)that the Project will cause or contribute to. Most of these significant effects <br /> can be fully avoided through the adoption of feasible mitigation measures. Other effects, <br /> however, cannot be avoided by the adoption of feasible mitigation measures or alternatives, and <br /> thus will be significant and unavoidable. Some of these unavoidable significant effects can be <br /> substantially lessened by the adoption of feasible mitigation measures. Other significant, <br /> unavoidable effects cannot be substantially lessened or avoided. For reasons set forth in Section <br /> IX, infra, however, the Planning Commission has determined that overriding economic, social, <br /> and other considerations outweigh the significant,unavoidable effects of the Project. <br /> A. Table of Impacts and Mitigation Measures <br /> The Planning Commission's findings with respect to the Project's significant effects and <br /> mitigation measures are set forth in the table attached to these findings. The findings set forth in <br /> the table are hereby incorporated by reference. <br /> This table does not attempt to describe the full analysis of each environmental impact contained <br /> in the Final EIR. Instead,the table provides a summary description of each impact, describes the <br /> applicable mitigation measures identified in the Draft EIR or Final EIR and adopted by the <br /> Planning Commission, and states the Planning Commission's findings on the significance of <br /> each impact after imposition of the adopted mitigation measures. A full explanation of these <br /> environmental findings and conclusions can be found in the Draft EIR and Final EIR, and these <br /> findings hereby incorporate by reference the discussion and analysis in those documents <br /> supporting the Final EIR's determinations regarding mitigation measures and the Projects' <br /> impacts and mitigation measures designed to address those impacts. In making these findings, <br /> the Planning Commission ratifies, adopts, and incorporates into these findings the analysis and <br /> explanation in the Draft EIR and Final EIR, and ratifies, adopts, and incorporates in these <br /> findings the determinations and conclusions of the Draft EIR and Final EIR relating to <br /> environmental impacts and mitigation measures, except to the extent any such determinations <br /> and conclusions are specifically and expressly modified by these findings. <br /> The Planning Commission has adopted all of the mitigation measures identified in the table. <br /> Some of the measures identified in the table are also within the jurisdiction and control of other <br /> agencies. To the extent any of the mitigation measures are within the jurisdiction of other <br /> agencies, the Planning Commission finds those agencies can and should implement those <br /> measures within their jurisdiction and control. <br /> VIII. <br /> PROJECT ALTERNATIVES <br /> A.
