DESCRIPTION OF PROJECT ALTERNATIVES <br /> The Draft EIR identified and compared environmental effects of the four alternatives listed <br /> below with environmental impacts resulting from the Project. The following alternatives to the <br /> Project were evaluated: <br /> Alternative 1:No Project Alternative <br /> 1. Description <br /> The County did not assume that"No Project"for this site meant"no development" Rather, the <br /> County was cognizant of the requirement from CEQA Guidelines section 15126.6, subdivision <br /> (e)(2), that a No Project Alternative must consider"what would reasonably be expected to occur <br /> in the foreseeable future if the project were not approved,based on current plans and consistent <br /> with available infrastructure and community services." (See also CEQA Guidelines, § 15126.6, <br /> subd. (e)(3)(C).) Consistent with this obligation, "where failure to proceed with the project will <br /> not result in preservation of existing environmental conditions, the analysis should identify the <br /> practical result of the project's non-approval and not create and analyze a set of artificial <br /> assumptions that would be required to preserve the existing physical environment." (Id., subd. <br /> (e)(3)(E).) <br /> Under the No Project alternative, development of the proposed truck stop would not occur. In <br /> the short term, it is anticipated that the proposed Project site would remain vacant. In the long <br /> term, it is anticipated that the site would be developed for other uses permined under the San <br /> Joaquin County Zoning Ordinance could be developed on the site. For the purposes of this <br /> analysis, potential alternative uses are assumed to be those that could be developed under the <br /> existing County zoning designation by right, that is, uses that could be developed without a <br /> review process similar to that associated with the proposed Project. The Project site is zoned C- <br /> FS, Commercial-Freeway Services. The range of potential alternative uses that could be <br /> developed in the C-FS zone is defined by Table 9-405.2, contained in Title 9 of the San Joaquin <br /> County Code (Development Title). Some land uses are allowed "by right,"meaning no formal <br /> approvals are required. Other uses require special approval, such as a Site Approval, a Special <br /> Purpose Plan and a Use Permit. There are three land uses allowed by right in the C-FS zone: <br /> minor utility services,family day care home,and small group care. <br /> Minor Utility Services. Minor utility services,as defined by County Code Section 9-115.580,are <br /> utility services that are necessary support principal development involving only minor structures. <br /> Typical uses include electrical distribution lines, utility poles and pole transformers. Such <br /> structures would not be expected to generate impacts associated with more typical freeway <br /> commercial development, particularly traffic and attendant air quality impacts.
