performed by Kimley-Horn and Associates, Inc. The traffic study, Love's Travel Stop and Country Store/Arby's(PA-90-939) Flag City, Califomia, was reviewed by the Department of Public Works. The Department of Public Works recommended the following mitigations to reduce the impacts from traffic to less than significant. 1) Signing and striping shall be installed to adequately convey the following intended driveway operations: a) One-way, trucks-only entering the middle driveway b) Two-way, trucks only entering/exiting the northerly-most driveway (1) Plans and specification shall be submitted with the final site plan for review and approval prior to release of building permit. 2) On-site pedestrian facilities including ADA-compliant facilities(including but not limited to walkways, signing and striped walkways)shall be installed to enhance the pedestrian's visibility to on-site motor vehicles (both truck and passenger cars)and to downplay and potentially restrict the internal connection between the truck and passenger car areas and shall be shown on the final site plan. 3) Truck parking/loading areas shall be designated to ensure adequate space is provided to accommodate delivery occurrences (e.g. bulk gas a.hd food delivery). Plans and specifications shall be submitted with the final site plan for review and approval prior to release of the building permit_ 4) Applicant shall be responsible for providing to Caltrans the necessary signal hardware to facilitate traffic signal interconnection and coordination for the three (3) State Route 12 intersections (at Interstate 5 Southbound Off-Ramp, Interstate 5 Northbound On/Off-Ramp, and at Thornton Road/Star Street). Written verification from Caltrans shall be submitted prior to issuance of the building permit. 5) Prior to issuance of any building permits, applicant shall pay a fee of$320.00 to process a request to the Board of Supervisors to establish a "No Parking",zone along the newly constructed portion of Thornton Road. In the event that the"No parking" zone is approved by the Board of Supervisors, applicant shall pay the appropriate fee to furnish and install the "No Parking" zone signs/striping. 5. The use is compatible with adjoining land uses. • This Finding can be made because with the Conditions of Approval the proposed use will not interfere with or alter the current commercial and agricultural uses on adjacent properties.
