OPPONENTS: <br /> Tam Terpstra said that Flying J is concerned about the traffic issues that will occur with this project. He <br /> believes that the traffic impacts are understated and that this might cause an increase in the LOS. He said <br /> that Finding 2 cannot be made because of their concerns about traffic impacts. Finding 4 cannot be made <br /> because of concerns about land use compatibility: <br /> Commissioner Mom said that Caltrans has approved the traffic study., <br /> Tom Terpstra said they did not agree entirely with the study. The trip generation rate is a concern. <br /> REBUTTAL: <br /> Mike Hakeem said the traffic study took several months to prepare. The General Plan and Zone <br /> Reclassification proceeded with the traffic study. The Use Permit had to wait until that process was <br /> completed. <br /> PUBLIC HEARING CLOSED: <br /> Commissioner Villapudua said he is in favor of competition and thinks this project would be good for the <br /> County. <br /> Commissioners Morri and Johnson said they can make all the findings. <br /> MOTION: <br /> It was moved,seconded (Moni/Villapudua), and passed by a unanimous roll call vote(40)to: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. PA-1000131 with the Findings and Conditions of Approval contained in the <br /> staff report,with the addition of Condition 1.(I) and a revision of Condition 2.(f),as follows: <br /> 1.(I) A IGATION EASEMENT: An avigation easement shall be recorded in favor of the Kingdon Airport <br /> and ensures compliance with the 2009 Airport Land Use_Compatibility Plan. <br /> 2.(f) Thornton Road shall be improved along the p1plect frontage , <br /> wid 0 in conformance with the standards for one half of an 84-foot-wide right-of-way Minor Arterial <br /> urban street with full curb,gutter, and sidewalk improvements.
