j. SIGNS: All portions of any sign shall be set back a minimum of five (5)feet from any future right-of- <br /> way line,including any comer cut-off(snipe). CULTURAL RESOURCES: if, in the course of development,concentrations of prehistoric or <br /> historio-pedod materials are encountered,all work in the vicinity of the find shall haft until an <br /> archaeologist can evaluate the materials and make recommendations for further action. If human <br /> remains are encountered,all work shall halt in the vicinity and the County Coroner shall be notified <br /> immediately. At the same time, a qualified archaeologist shall be contacted to evaluate the finds. If <br /> Human burials are found to be of Native American origin,steps shall be taken pursuant to Section <br /> 15064.5(e)of Guidelines for Califomia E=nvironmental Quality Act. <br /> 2. DEPARTMENT OF PUBLIC WORKS(Staff Contact: Alex Chetley,468-3000) <br /> a. An encroachment permit shall be required for all work within the road right-of-way. Driveway <br /> encroachment permits are for flatwork only. All vertical features, including but not limited to fences, <br /> walls, private light standards, rocks, landscaping, and cobbles are not allowed in the right-of-way. <br /> (Development Title Sections 9-1145.4 and 9-1145.5) <br /> b. The driveway approaches shall be improved in general accordance with the requirements of San <br /> Joaquin County Standards Drawing No's CW-1 I or CW-12 and shall be constructed to <br /> accommodate STAA tracks prior to issuance of the occupancy permit. Proposed driveway <br /> approaches shall align with existing driveway approaches on the west side of Thornton Road. <br /> (Development Title Section 9-1145.5) <br /> c. Signing and striping shall be installed to adequately convey the following intended driveway <br /> operations. <br /> (1) One-way,trucks only entering the middle driveway. <br /> (2) Two-way,trucks only entering/exiting the northerly-rhost driveway. . <br /> Plans and specifications shall be submitted with the final site plan for review and approval prior to the <br /> release of building perrttits. <br /> d. On-site pedestrian facilities including ADA compliant facilities (including but not limited to walkways, <br /> signing, and striped walkways)shall be installed to enhance the pedestrians'visibility to on-site motor <br /> vehicles(both truck and passenger cars)and to downplay and potentially restrict the intemal <br /> connection between the truck and passenger car areas, and they shall be shown on the final site <br /> plan. <br /> e. Truck parking/loading areas shall be designed to ensure adequate space is provided to <br /> accommodate delivery operations(e.g., bulk gas and food delivery). Plans and specifications shall <br /> be submitted with the final site plan for review and approval prior to the release of building permits. <br /> f. Thornton Road shall be improved along the frontages of APNs 025-190-16, 18, 19, and 20 in <br /> conformance with the standards for one half of an 84-foot-wide right-of-way Minor Arterial urban <br /> street with full curb, gutter,and sidewalk improvements.
