Recommendations <br /> Action <br /> It is recommended tK6t:the Planning Commission: <br /> 1) Approve:the Negative Declaration; <br /> 2) Forward-.General Plan Map Amendment No. PA-1000183 to the Board of Supervisors with <br /> a recommendation of intent to approve based on the ability to make the required "Basis <br /> for Genual Plan Map Amendment'; and <br /> 3) Forwar Zane Reclassification No. PA-1000184 to the Board of Supervisors with a <br /> recommendation of intent to approve based on the ability to make the required "Bases <br /> for Zone Reclassification." <br /> Basis for GeneralPlan Map Amendment <br /> 1. The internal consistency of the General Plan is maintained in the adoption of the Map <br /> Amendment. <br /> • This determination can be made because the project will satisfy all Development and <br /> Locational Criteria for a truck stop in a CIFS designated area. The existing CIFS area is <br /> adjacent 1:0,11he Interstate-6 and State Route 12 interchange. Approval of this project would <br /> not increas64he number of CIFS designated areas. <br /> Approval of,4Jhis project would increase the existing 190-acre CIFS area by 2.6%. This area is <br /> needed to improve the internal circulation of the project. The project will be subject to the <br /> Flag City Design Guidelines. The project area will be annexed to CSA 31. <br /> Building he",''ht and density will be addressed as a condition of approval for the underlying <br /> project. Dekelopment Title Table 9-410.3 aimits the building coverage in the CF-S zone to a <br /> maximum of 60 percent. Any structures will'be limited to no more than three stories in <br /> height. ' <br /> The project design will be evaluated with the Use Permit. This project is subject to the Flag <br /> City Design.Guidelines. The design guidelines cover site design, landscaping, scale of <br /> developmeril, circulation and parking, and architecture. The project will also be subject to <br /> the ordinance requirements of the Development Title, including signage and relationship to <br /> adjacent uses. Also, the City of Lodi will have an opportunity to comment on the Use Pemit <br /> plans. <br /> Bases for Zone Rdclassification <br /> 1.
