The water records for the facility were obtained from the water utility for a 9 month <br /> period between February 2002 and November 2002 by Mr. Singh's staff. <br /> The water use records for the ARCO AM/PM indicate that the facility's average daily use ranges <br /> between a low of 1,673 gallons per day(gpd) for February/March 2002 to a high of 3,168 gallons <br /> for July/August 2002. The average usage for the 11 month period was 2,307 gallons. The water <br /> use reflects both landscape irrigation use and standard-flow plumbing fixtures. <br /> In addition to the ARCO AM-PM, Mr. Singh operates a Unical 76 service station located at <br /> 15060 Rogers Road,Patterson. The water records for this facility were examined. This facility <br /> ` had a higher average daily flow when compared to the ARCO AM/PM due to the presence of a <br /> car wash. The records for the Unical 76 were not evaluated because the proposed facility in <br /> _ Thornton will not contain a car wash. There is no way to separate the domestic,irrigation, and <br /> car wash use from the meter readings. <br /> It is the opinion of the client and Mike Smith Engineering, Lodi,that the proposed average daily <br /> flow of sewage waste water for the proposed Phase I Service Station will be well below 3,000 <br /> gpd. This flow rate of below 3,000 gpd was estimated based on traffic estimates, the proposed <br /> �. use of lower flow plumbing fixtures, and inclusion of irrigation water in the Patterson meter <br /> reading. The proposed average daily flow for the Phase II is uncertain at this time. Water use <br /> monitoring of the Phase I facility could be performed to better estimate the additional Phase II <br /> waste water level should Phase II is ever built. <br /> 7.0 DISCUSSION WITH REGULATORY AGENCIES <br /> Friday,November 22,2002,Mr. Bob Nicholson of NOA Environmental contacted Mr. Tim <br /> O'Brian of the Central Valley Regional Water Quality Control Board by telephone regarding the <br /> Board's concerns for the project. Mr. O'Brian indicated that the Board would probably not take <br /> an active role but would like to receive correspondence and reserve the right to take action if <br /> _ needed. Mr. O'Brian indicated that they would defer back to San Joaquin County Environmental <br /> Health Department for project oversight. <br /> On Tuesday ,November 26, 2002,a meeting was held in the office of San Joaquin County <br /> Environmental Health Department to discuss preliminary results of the soil investigation and <br /> overall project feasibility.
