_ Mr.Jadi Singh Page 10 January 23,2003 to the proposed project. The ARCO AM/PM contains a food kitchen to prepare sandwiches and has a grill. The water records for the facility were obtained from the water utility for a 9 month period between February 2002 and November 2002 by Mr. Singh's staff. The water use records for the ARCO AM/PM indicate that the facility's average daily use ranges between a low of 1,673 gallons per day(gpd) for February/March 2002 to a high of 3,168 gallons for July/August 2002. The average usage for the 11 month period was 2,307 gallons. The water use reflects both landscape irrigation use and standard-flow plumbing fixtures. In addition to the ARCO AM-PM, Mr. Singh operates a Unical 76 service station located at 15060 Rogers Road,Patterson. The water records for this facility were examined. This facility ` had a higher average daily flow when compared to the ARCO AM/PM due to the presence of a car wash. The records for the Unical 76 were not evaluated because the proposed facility in _ Thornton will not contain a car wash. There is no way to separate the domestic,irrigation, and car wash use from the meter readings. It is the opinion of the client and Mike Smith Engineering, Lodi,that the proposed average daily flow of sewage waste water for the proposed Phase I Service Station will be well below 3,000 gpd. This flow rate of below 3,000 gpd was estimated based on traffic estimates, the proposed �. use of lower flow plumbing fixtures, and inclusion of irrigation water in the Patterson meter reading. The proposed average daily flow for the Phase II is uncertain at this time. Water use monitoring of the Phase I facility could be performed to better estimate the additional Phase II waste water level should Phase II is ever built. 7.0 DISCUSSION WITH REGULATORY AGENCIES Friday,November 22,2002,Mr. Bob Nicholson of NOA Environmental contacted Mr. Tim O'Brian of the Central Valley Regional Water Quality Control Board by telephone regarding the Board's concerns for the project. Mr. O'Brian indicated that the Board would probably not take an active role but would like to receive correspondence and reserve the right to take action if _ needed. Mr. O'Brian indicated that they would defer back to San Joaquin County Environmental Health Department for project oversight. On Tuesday ,November 26, 2002,a meeting was held in the office of San Joaquin County Environmental Health Department to discuss preliminary results of the soil investigation and overall project feasibility. Mr. Mike Huggins of the Health Department, Mr. Ray Borges of the Health Department,Mr. Mike Smith of Mike Smith Engineering, Mr. David Welch of NOA,Mr. Bob Nicholson, and Mr. Jadi Singh were in attendance.
