San Joaquin valley
Air Pollution Control District
JUL 1 0 2002
July 3, 2002 CcmmUn/t,Gevelo
Nmeni Uep
Leanne Mueller
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
Subject: PA-0200247 (SA) MINI-MART/GAS STATION
Dear Ms Muller:
The San Joaquin Valley Unified Air Pollution Control District (District) has
reviewed this project and has the following comments:
The purpose project is larger than the Small Project Analysis Level (SPAL) as
listed in the District's Guide forAssessing and Mitigating Air Quality Impacts
(GAMAQI) document and therefore would fall into the Cursory Analysis Level
(CAL). As stated in the GAMAQI, projects of this size "require a cursory air
quality analysis to determine if they will exceed air quality significance thresholds
after mitigation". The District recommends using the URBEMIS 7G program to
calculate project area source and mobile source emissions and for identifying
mitigation measures to reduce impacts.
The construction phase of the project could generate emissions from the
movement of soil, use of heavy equipment, bulk materials handling, asphalt
paving and other related activities. As a result, this project is subject to District
Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to
reduce the amount of fine particulate matter (PM-10) entrained into the ambient
air from man-made sources. Regulation VII has recently been revised, with the
revisions becoming effective May 15, 2002. The applicant may review these
changes on the District web site at www.valleyair.org.
In addition, the demolition of any existing buildings in the project area would
require compliance with the National Emission Standards for Hazardous Air
Pollutants (NESHAPS). Specifically, the primary air pollutant of concern is
David L.
