San Joaquin valley <br /> Air Pollution Control District <br /> JUL 1 0 2002 <br /> July 3, 2002 CcmmUn/t,Gevelo <br /> Nmeni Uep� <br /> Leanne Mueller <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Subject: PA-0200247 (SA) MINI-MART/GAS STATION <br /> Dear Ms Muller: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has <br /> reviewed this project and has the following comments: <br /> The purpose project is larger than the Small Project Analysis Level (SPAL) as <br /> listed in the District's Guide forAssessing and Mitigating Air Quality Impacts <br /> (GAMAQI) document and therefore would fall into the Cursory Analysis Level <br /> (CAL). As stated in the GAMAQI, projects of this size "require a cursory air <br /> quality analysis to determine if they will exceed air quality significance thresholds <br /> after mitigation". The District recommends using the URBEMIS 7G program to <br /> calculate project area source and mobile source emissions and for identifying <br /> mitigation measures to reduce impacts. <br /> The construction phase of the project could generate emissions from the <br /> movement of soil, use of heavy equipment, bulk materials handling, asphalt <br /> paving and other related activities. As a result, this project is subject to District <br /> Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to <br /> reduce the amount of fine particulate matter (PM-10) entrained into the ambient <br /> air from man-made sources. Regulation VII has recently been revised, with the <br /> revisions becoming effective May 15, 2002. The applicant may review these <br /> changes on the District web site at www.valleyair.org. <br /> In addition, the demolition of any existing buildings in the project area would <br /> require compliance with the National Emission Standards for Hazardous Air <br /> Pollutants (NESHAPS). Specifically, the primary air pollutant of concern is <br /> David L.
