To ascertain whether this project is subject to NESHAPS, the project <br /> applicant is advised to review the enclosed Asbestos - Compliance Assistance <br /> Bulletin, dated December 1994. Leaf Sexton is the Northern Region's District <br /> contact for the program and is available should you need further assistance. <br /> In an effort to reduce emission to the maximum amount feasible the District <br /> suggest that the following mitigation measures be incorporated into the project <br /> where appropriate. The following items are not all-inclusive and the District <br /> encourages new innovative ideas: <br /> • Limit traffic speeds on unpaved roads to 15 mph; and <br /> • Install wheel washers for all exiting trucks, or wash off all truck and <br /> equipment leaving the site; <br /> • Install wind breaks at windward sides of construction areas; <br /> • Suspend excavation and grading activity when winds exceed 20 mph; and <br /> • Limit area subject to excavation, grading, and other construction activity at <br /> any one time <br /> • Ensure all internal combustion engines driven equipment is properly tuned <br /> to the manufacturer's specifications. <br /> • Limit on-site idle time of heavy equipment to 10 minutes. <br /> • Encourage employees to r?deshare or carpool to job site to reduce the <br /> amount of vehicle traffic to and from the project area. <br /> • During smog season (May through October), the construction period <br /> should be lengthened to minimize the number of vehicles and equipment <br /> operating at the same level. <br /> • When available, natural gas powered or electric equipment shall be <br /> utilized in lieu of gasoline and diesel powered engines. <br />
