To ascertain whether this project is subject to NESHAPS, the project applicant is advised to review the enclosed Asbestos - Compliance Assistance Bulletin, dated December 1994. Leaf Sexton is the Northern Region's District contact for the program and is available should you need further assistance. In an effort to reduce emission to the maximum amount feasible the District suggest that the following mitigation measures be incorporated into the project where appropriate. The following items are not all-inclusive and the District encourages new innovative ideas: • Limit traffic speeds on unpaved roads to 15 mph; and • Install wheel washers for all exiting trucks, or wash off all truck and equipment leaving the site; • Install wind breaks at windward sides of construction areas; • Suspend excavation and grading activity when winds exceed 20 mph; and • Limit area subject to excavation, grading, and other construction activity at any one time • Ensure all internal combustion engines driven equipment is properly tuned to the manufacturer's specifications. • Limit on-site idle time of heavy equipment to 10 minutes. • Encourage employees to r?deshare or carpool to job site to reduce the amount of vehicle traffic to and from the project area. • During smog season (May through October), the construction period should be lengthened to minimize the number of vehicles and equipment operating at the same level. • When available, natural gas powered or electric equipment shall be utilized in lieu of gasoline and diesel powered engines.
