San Joaquin County July 8, 2002 <br /> PA-0200247 Page 3 <br /> • Energy efficient design including automated control system for heating/air <br /> conditioning and energy efficiency beyond Title 24 requirements, lighting <br /> controls and energy-efficient lighting in buildings, increased insulation <br /> beyond Title 24 requirements, and light colored roof materials to reflect <br /> heat. <br /> • Planting of deciduous trees on the south and westerly facing sides of <br /> buildings. <br /> • Provide low nitrogen oxide (NOx) emitting and/or high efficiency water <br /> heaters. <br /> Fast food restaurants with a drive-through component create "idling" emissions <br /> resulting from customers in running vehicles waiting to place or pick up orders. <br /> Therefore, the District recommends that the following design features be included <br /> for this type of use to reduce "idling" emissions: <br /> • Provision of two service windows (a cashier window and a food service <br /> window). <br /> • Provision of an "escape lane" to allow customers to pull aside and wait for <br /> orders that take an extended time to prepare, thereby allowing other <br /> customers to move through the line more quickly. <br /> • Careful design of exits onto adjoining streets and/or parking lots to reduce <br /> the time required to re-enter traffic from the project site. <br /> • A double menu system that will allow drive through customers to formulate <br /> their order in advance and therefore reduce idling time when placing <br /> orders. <br /> Finally, this project will be subject to the permitting requirements of the District. <br /> Any equipment subject to the District's Permit to Operate requirements must <br /> obtain an Authority to Construct (ATC) from the District. Construction of <br /> equipment that requires an ATC or construction of any intimately related <br /> appurtenances, such as foundations and utility hookups for the equipment, <br /> cannot begin until an ATC is obtained. This process can take up to 180 days. <br /> Construction of equipment not requiring a district permit is not subject to this ATC <br /> requirement. <br />
