Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Ms. Mueller: <br /> Caltrans has reviewed the above Application (PA-0200247) for a mini-mart/gas station <br /> with car wash and a fast food restaurant with drive-thru. The proposed project site is <br /> located on the west side of Thornton Road, on the northwest corner with Walnut Grove <br /> Road, Thornton (APN 001-140-40). <br /> • The Site Approval Application states the proposed project will generate 300 vehicle <br /> trips per day. Caltrans has reviewed the Institute of Transportation Engineers (ITE), <br /> 6th edition, and finds the applicant's proposed traffic number significantly low for this <br /> type Of project. For example, on page 1,400 of the ITE manual, a drive-thm restaurant <br /> generates 496 For <br /> ends per 1,000 square feet. The proposed 2,500 square foot <br /> restaurant would therefore generate approximately 1,240 vehicle trips per day. In <br /> addition, Land Use 846 in the ITE claims the vehicle trips for a mini mart and gas <br /> station are approximately 153 per fuel station. The proposed project identifies six <br /> fueling stations, for a total of 918 vehicle trips per day. This equates to about 2,157 <br /> daily vehicle trips with the restaurant and mini mart/gas station combined. <br /> This represents a significant increase in vehicle trips as compared to the applicant's <br /> estimation, and combined with the close proximity of the proposed project to the <br /> northbound ow-amp to Interstate 5, Caltrans requires a fall and complete traffic study <br /> to adequately determine potential mitigation needed as a result of this project. <br /> Caltrans has created a Guide for the Preparation of Traffic Impact Studies to assist <br /> project proponents and local agencies in understanding the informational needs of <br /> Caltrans during the early planning processes. Please refer to this guide to ensure <br /> sufficient information is included in the project's traffic study. If you need a copy of <br /> this guide, please call Mike Higgins, at (209) 948-3996 to request one. <br /> • Caltrans requires a complete set of drainage plans to verify that storm and non- <br /> stormwater discharges will remain on site and not affect the northbound Interstate 5 <br /> onramp. <br /> • Caltrans requires site plans that delineate the proposed project's location in relation to <br /> Caltrans right-of-way.
