• Communication from a representative of the State Regional Water Quality Control
Board indicates that "Certain aspects of wastewater and storm water management
do not comply with Confined Animal Facilities Regulations found in Title 27." This
issue must be resolved before the Planning Commission public hearing will be
scheduled.
• A portion of the project site is within the County of Sacramento. Project co-ordination
between the counties of San Joaquin and Sacramento will be especially important
because of the additional health and environmental issues. The applicant will need to
obtain all required permits from the County of Sacramento for that portion of the
project within Sacramento County.
• The project site is within the 100 Year Flood area. Many of the proposed structures
(cargo containers) have been moved on site or have been partial or completely built
without building permits (portions of cargo containers with wood structure additions).
• It is suggested that the applicant provide a project-phasing schedule if phasing is
proposed. The phasing schedule is needed when the application is scheduled for
public hearing if it is to be included in the Planning Commission Staff Report.
RECOMMENDATION
Pending resolution of the above noted issues, the Community Development Department
will set the application for public hearing before the Planning Commission.
JVB:vhb
UP0011
