April 5, 2004
San Joaquin County Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
Attention: Rick Griffen
APPLICATION: PA-0400086 (SA)
Site Approval Application for a Mini-Mart
We have lived on Wagner Heights Road since 1977. While we do not object to a
commercial use of the site, we are opposed to the proposed convenience store and the
sale of alcohol and gasoline.
There are five (5) convenience outlets in the immediate area. There is a Quik Stop Market
across Thornton Road from the site. Thornton Warehouse Grocery is about 700-feet
south of the site. A 7-Eleven store is situated less than a thousand feet from the site.
There is a liquor store across Thornton Road and a bait shop next door to the site. All of
these serve as convenience stores.
Within one-half mile of the site, there are 15 businesses where liquor is sold. Within 1000
feet of the site, there are nine (9) points of sale.
We are faced with a never-ending battle with litter from the convenience stores. Although
the stores don't litter, they are an excellent supplier of materials. We endure the liquor
cans and broken bottles in our yards and driveways.
Our neighborhood does not need another liquor outlet.
We also endure the ceaseless noise pollution. Noise ordinances do not stop loud
customers at the Quik Stop at 3:00 a.m., or the noise when the bar at Thornton Plaza
closes. Nor do those ordinances reduce the exhaust noise from modified cars. The
proposed convenience store will be another source of noise pollution. It will be 300 feet
closer to our home than the existing source at the Quik Stop. This is unacceptable.
We are concerned about air pollution, specifically dust. The apparent "acceptable"
method for the removal of litter and debris is to blow it on to the neighbors' property.
Aside from litter and debris, we fully expect the proposed project to cause an increase in
airborne dust. This too is unacceptable.
Our neighborhood does not need another convenience store and the associated loitering,
littering, and noise.
