The fee is due and payable at the <br /> time of building permit application. (The fee currently is $1,278.00 per 1,000 gross square foot of building <br /> designated as Service Commercial or$187.36 per additional daily trip-end generated in the Stockton area. <br /> The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as <br /> published by the Engineering News Record. The fee shall be automatically increased on January 1 of each <br /> year through the year 2005 at the rate of 7.66 percent.
