JUN-03-99 THU 1108 2723 FAX N0. 209 545 8652 P. 02/06 <br /> San Joaquin VaIIey <br /> Air Pollution Control District <br /> June 3, 1999 <br /> Tom Gau <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: QUARRY EXCAVATION - REMOVAL OF 4.4 MiLLION CUBIC YARDS <br /> OF SAND AND GRAVEL OVER A PERIOD OF SIX YEARS (QX-99-1) <br /> Dear Mr. Gau: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, this project consists of an expansion of an existing <br /> quarry operation. Ail materials excavated from this new area will be transported to the <br /> existing processing plant via a conveyor bridge which will be installed over the California <br /> Aqueduct. Other materials excavated from the north side of Corral Hollow Creek would <br /> be hauled and immediately dumped into the conveyor feeder location or temporarily <br /> stockpiled west of the feeder. As a result, this project will generate PM-10 emissions <br /> from the excavation activities, handling and stockpiling of materials, and hauling of <br /> materials throughout the site. In addition, this project will generate ozone precursor <br /> emissions, specifically ROG (reactive organic gases) and NOx (oxides of nitrogen), from <br /> the use of heavy-duty equipment. However, provided that this project is in compliance <br /> with the following dust regulation and permit requirements, a negative declaration is <br /> appropriate from an air quality perspective. <br /> This project can generate emissions from the movement of soil, use of heavy <br /> equipment, bulk materials handling, asphalt paving and other related activities. As a <br /> result, this project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The <br /> purpose of Regulation Vill is to reduce the amount of fine particulate matter (PM-10) <br /> entrained into the ambient air from man-made sources.
