JUN-U3-99 'IHU 11 :U9 2(23 FAX NO 209 545 8652 P. 03/06
San Joaquin County June 3, 1999
OX-99-1 Page 2
highlights many of the requirements contained within Regulation Vill. The Synopsis is
not meant to be all-inclusive, but it can be a useful compliance aid in the field and office
alike_
Additionally, the following list highlights some effective measures to reducing PM-10
emissions generated by this facility.
• The areas disturbed by clearing, earth moving, or excavation activities should be
minimized at all times. All inactive portions of the site must be promptly seeded and
watered until vegetation has sufficiently grown to cover bare earth.
♦ All materials transported throughout the site (trucks hauling earth, gravel or other
materials to and from the project site) shall be either sufficiently watered or securely
covered to prevent excessive amounts of dust.
• All topsoil stored on site must be adequately covered with tarps or soil stabilizers or
adequately moistened to minimize the generation of fugitive dust_
♦ When heavy equipment leaves the construction site, all excessive dirt accumulations
on the equipment should be cleaned.
♦ On-site vehicle speed should be limited to 15 miles per hour. Vehicle speed control
can reduce fugitive dust emissions from unpaved roads and areas at construction
sites by up to 60°x6 assuming compliance with the 15 mph speed limit.
To reduce ozone precursor emissions, the District strongly recommends the project
applicant implement the following measures that are designed to reduce this project's
impact to the ambient air quality.
• Ensure all internal combustion engine driven equipment is properly tuned to the
manufacturer's specifications.
• Limit on-site idle time of heavy equipment to 10 minutes.
• Encourage employees to rideshare or carpool to job site to reduce the amount of
vehicle traffic to and from the project area.
♦ During smog season (May through October), the construction period should be
lengthened to minimize the number of vehicles and equipment operating at the same
level.
♦ When available, natural gas powered or electric equipment shall be utilized in lieu of
gasoline and diesel powered engines.
