Approve the Rose Property Reclamation Plan dated April 2003.
Findin s
1. The proposal is for the removal of regionally significant or scarce deposits of mineral resources and not
` for the removal of prime farmland.
and
This finding can be made because the project parcels are not classified as Prime s a company (that
by the Department of Conservation. Granite Construction Company rcompan and
excavates regionally significant mineral resources for the purpose of processing
reselling. Specifically, the site is being
she (approximately minedfor
200 head between the months of
sand and gravel materials. The site has
historically been used for grazing p ( PP
January and April).
2. The proposed reclamation of the property upon completion of the excavation will leave the property in a
condition, which will allow its reuse.
• originally grazing lands
This finding bl au
will continue be used for grazing. The reclamaonplanproposes to
final reclamation,
depth of two (2) feet, stockpile it, and rec
scrape the topsoil at an approximate ha bales or
with it. The applicant is also proposing to hydroseed the site, and if necessary, Y
ke
other similar erosion has provided
rro added infoll be rmationaced on the slopes until seeding from Selby's Soil Erosion Control cCo.tInc.
place. The applicant has p
stating that their Standard liydroseed Mix Design that they have been using o the Greater
Sacramento Valley for re-vegetation and erosion control purposes includes a combination of
fiber ilizing
sions, and
Clover,uAnnual Rye,rcial fertilizer,&Zorro Fescue),band will be fused at thissitefor remix Bvlegetaando tion upon the
completioncompletion of excavation.
, Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare, or be
3
injurious to the property or improvements in the vicinity.
This finding can be made because there will be no excavation below the ground water table,
and potable water and sanitary services are to be provided on an existing gt and
will be no additional traffic generated as a result of the quarry expansion,
Department of Public Works is requiring the applicant to either enter into a Maintenance
Agreement or pay a one-time road maintenance fee to ensure that Tracy Boulevard, Linne
Road, Banta Road, and Eleventh Street are maintained to a condition acceptable to San
PA-02-377\Rose
San Joaquin County Page 5
Community Development
