In addition, the traffic will continue to use the access point <br /> onto Tracy Boulevard, as approved with QX-99-1, and will not use the Tracy Boulevard access point from <br /> the new site. The Reclamation Plan states that excavation will not commence until mining activities at QX- <br /> 99-1 are completed, which is estimated to be completed in 2005-2006. <br /> Air Pollution: The Air Pollution Control District states that the project will most likely result in no net increase <br /> in emissions and, therefore, represents a less than significant impact on the ambient air quality. Because <br /> the quarry will not begin excavation of the project site until reclamation has begun on the previous site (QX- <br /> 99-1), the APCD considers the expansion request as another phase of an existing quarry. The amount of <br /> materials processed and the amount of land excavated at one time are not increasing. Therefore, the <br /> APCD does not consider the project an expansion- <br /> Lights: <br /> xpansion.Li hts: Development Title Section 9-1025.6(b) states that no use shall cause glare above 1.0 footcandles <br /> on an adjacent lot developed residentially, zoned for residential use, or shown as residential on the General <br /> Plan Map, or cause glare on a street or ally. <br /> Water Table: The applicant is not proposing to drill an additional well and will continue to use water <br /> provided to the existing processing facility site. In addition, the applicant does not intend to excavate below <br /> the water table, which is anticipated to be at least 125 feet below the surface grade. The Reclamation Plan <br /> states that excavation depths will vary up to 100 vertical feet below the existing ground elevations, with an <br /> average final reclamation depth of 80 feet. <br /> California Aqueduct The Department of Water Resources is the reviewing agency for projects along the <br /> California Aqueduct, and a referral was sent to the DWR. A Senior Land Agent through the Right of Way <br /> and Encroachment division of DWR confirmed that Granite Construction has an approved encroachment <br /> permit(No. 1084) to convey materials across the California Aqueduct <br /> Noise: The quarry site is subject to Development Title Section 9-1025.9 in regard to Performance <br /> Standards, which includes noise. The quarry is also restricted to the hours of operation between 5:00 a.m. <br /> and 9:00 p.m. pursuant to Development Title Section 9-1415.3(0. All material processing will be conducted <br /> off-site at the existing QX-89-1 facility. <br /> Property Value: The project parcel and surrounding parcels are designated MRZ-2 by the State Mining and <br /> Geology Board, California Department of Conservation. MRZ-2 designations indicate that there are areas <br /> where adequate information indicates that significant mineral deposits are present or where it is judged that <br /> a high likelihood for their presence exists (General Plan Volume III, B. Extractive Resources, 2. Sand and <br /> Gravel, pp. IV.13-5 & B-6).
