The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met <br /> Based on the information provided, it appears that this project does not represent an <br /> expansion, but only additional phases to an existing quarry operation. Therefore, <br /> provided the current operation is not expanded, this project will most likely result in no <br /> net increase in emissions and therefore represents a less-than-significant impact of the <br /> ambient air quality and a negative declaration would be appropriate from an air quality <br /> perspective. Please note, however, that the California Air Resources Board has <br /> identified the particulate matter component of diesel exhaust as a Toxic Air <br /> Contaminant. As a result, projects using large numbers of diesel engines onsite or that <br /> have large numbers of idling trucks could result in a negative impact on sensitive <br /> receptors if any are located near the project site. The ARB is currently developing <br /> guidance for evaluating this type of impact. <br /> The construction/operational phase of this project can generate emissions from the <br /> movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and <br /> other related activities. As a result, this project is subject to District Regulation VIII <br /> (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount of <br /> fine particulate matter (PM-10) entrained into the ambient air from man-made sources. <br /> Regulation VIII has recently been revised, with the revisions becoming effective May 15, <br /> 2002.
