The attached Compliance Assistance Bulletin highlights many of <br /> the requirements contained within Regulation VIII. The Compliance Assistance Bulletin <br /> is not meant to be all-inclusive, but it can be a useful compliance aid in the field and <br /> office alike. The following list some of the control requirement from Regulation III. <br /> • Rule 8011 General Requirements section 3.37 an excavation for a mining <br /> operation which, excluding entrances and egresses, is encircled by a "high-wall' <br /> at least 10 feet high. A"high wall' is a berm or cut having a slope of at least 1:1. <br /> ' • Rule 8031 Table 1 Load all haul trucks such that the freeboard is not less than six <br /> (6) inches when material is transported on any paved public access road, and <br /> apply water to the top of the load sufficient to limit visible dust emissions to 20% <br /> opacity; or cover haul trucks with a tarp or other suitable cover. <br /> _ • Rule 8041 section 5.0 An ownerloperator shall sufficiently prevent or cleanup <br /> carryout and trackout as specked in section 5.1 through 5.8. <br /> Additionally, the following list highlights some effective measures to reducing PM-10 <br /> emissions generated by this facility. <br /> • The areas disturbed by clearing, earth moving, or excavation activities should be <br /> minimized at all times. All inactive portions of the site must be promptly seeded <br /> and watered until vegetation has sufficiently grown to cover bare earth. <br /> • All materials transported throughout the site (trucks hauling earth, gravel or other <br /> materials to and from the project site) shaii be either sufficiently watered or <br /> securely covered to prevent excessive amounts of dust. <br /> • All topsoil stored on site must be adequately covered with tarps or soil stabilizers <br /> or adequately moistened to minimize the generation of fugitive dust. <br /> • When heavy equipment leaves the construction site, all excessive dirt <br /> accumulations on the equipment should be cleaned. <br /> • On-site vehicle speed should be limited to 15 miles per hour. Vehicle speed <br /> control can reduce fugitive dust emissions from unpaved roads and construction <br /> areas. <br />
