Gregoria Garcia <br /> Jennifer Jolley <br /> November 18, 2002 <br /> Page 4 <br /> The report discusses several special status plant and animal species and <br /> indicates that suitable habitat exists within•the project boundaries; there is no <br /> indication that species specific surveys conducted during the appropriate time of <br /> the year were ever completed as recommended in the biological report <br /> Documentation must be included in the reclamation plan showing proof that a <br /> biological survey for sensitive species has been completed for the Granite Rose <br /> Excavation. Surveys for each species must be conducted at the appropriate <br /> time of the year when identification is most likely. If sensitive species are <br /> identified on site, mitigation measures must be proposed and approved by the <br /> lead agency and the California Department of Fish and Game prior to lead <br /> agency approval of the project. <br /> Resoiling and Revegetation <br /> (Refer to SURRA Section 2773(a),CCR Sections 3bo3(a)(1), (f), (g),3704(c), <br /> 3705(a). (b), (c), (d), (e), (fl. (g). (h), (i). G), (k), (1), (m),3707(b), (d), 3711(a). (b), (c), (d),(e)) <br /> 9. Although the reclamation plan describes topsoil salvage and storage the plan <br /> does not describe phasing of topsoil removal to coincide with the project <br /> phasing. CCR 3711(a) requires that topsoil and vegetation removal must not <br /> precede mining by more than one year. The plan must specify that topsoil will <br /> not be removed prior to one year of each mining phase. <br /> 10.Protection of topsoil stockpiles from erosion or mining disturbance is not <br /> described in the reclamation plan (CCR 3711(d)). The reclamation plan must <br /> contain a statement that each topsoil stockpile shall be identified with placards, <br /> protected from disturbance until use and planted with an erosion control seed <br /> mix or otherwise protected from erosion. <br /> 11.No mention of site decompaction in the reclamation is made as required by CCR <br /> 3705(c). We recommend that ripping follow topsoil replacement. <br /> 12.The plan does not describe weed management for the project. CCR 3705(k) <br /> requires that each reclamation plan contain a weed control program and <br /> describe its implementation within the plan. Noxious weeds identified in the <br /> project area should be described and measures for their control indicated for the <br /> life of the project. <br />
