Quarry Excavation Application No. PA-02-377 was approved by the Planning <br /> Commission on . The effective date of approval is . This approval will expire on , <br /> which is 18 months from the date of approval, unless (1) all Conditions of Approval <br /> have been complied with, (2) all necessary building permits have been secured and <br /> remain in force, and (3) all necessary permits from other agencies have been <br /> secured and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements <br /> shall be fulfilled prior to the establishment of the use and the issuance of any <br /> building permits. Those Conditions followed by a Section Number have been <br /> identified as ordinance requirements pertinent to this application. Ordinance <br /> requirements cannot be modified; and, other ordinance requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Jennifer I, 468-3161) <br /> a. APPROVAL: This is an approval to remove 3.4 million cubic yards of material in <br /> four (4) phases over a seven (7) year period. All materials shall be processed on <br /> adjacent quarry site QX-4-1. The site is expected to be fully reclaimed by the end <br /> of 2009. 07- <br /> b. STOCKPILING: No stockpiled soil or material shall be placed closer than <br /> twenty-five (25) feet to a property boundary. (Development Title Section 9- <br /> 1415.3[b]) <br /> c. PRIVATE ROADS: All private roads involved in an excavation shall be maintained <br /> so as to control the creation of dust. The first one hundred (100) feet of any private <br /> road on the property which intersects with a publicly maintained road shall be <br /> surfaced in a manner approved by the Director. Traffic-control and warning signs <br /> shall be installed, if required, at such intersection. The placement and size of these <br /> signs shall be approved by the Director of Public Works. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other <br /> approved methods shall be required where necessary for the control of erosion. An <br /> erosion and sediment control plan approved by Development Services Division <br /> shall be part of the reclamation plan. (Development Title Section 9-1415.3[d]) <br /> e. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be <br /> met unless otherwise modified by conditions of the Quarry Excavation Permit. <br /> (Development Title Section 9-1415.3[e]) <br /> f. HOURS OF OPERATION: Plant operations shall normally be carried on during the <br /> hours from 5:00 a.m. and 9:00 p.m. (Development Title Section 9-1415.3[f]) <br /> g. REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon <br /> completion of an excavation, the topsoil shall be replaced and the site leveled in <br /> conformance with the excavation permit.
