All materials will be processed by an existing processing facility on
an adjacent quarry site (QX-89-1) also operated by Granite Construction. The materials
will be transported across the California Aqueduct on an existing conveyor belt. In the
past, materials have been processed at the original quarry site and upon approval of the
most recent quarry permit (QX-99-1), materials have been transported on a conveyor
belt across the California Aqueduct. The maximum depth for excavation will be one
hundred (100) feet below existing ground elevations with an average final reclamation
depth of eighty (80) feet.
The project site is located on the northwest corner of Tracy Blvd. And Interstate 580.
Tracy Blvd. Ends at 1-580 and there is no access from Tracy Blvd. To 1-580. The
northern portion of the project site is designated OS/RC (Open Space Resource
Conservation) on the General Plan and the southern portion is designated A/G (General
Agriculture). The entire site is zoned AG-40 (General Agriculture-40 acre minimum).
The site is currently vacant and planted in grasses for grazing. The site will be
reclaimed to its current state at the end of excavation. Approximately 114,000 cubic
yards of topsoil, at an average depth of two (2) feet, will be stockpiled and vegetated to
prevent erosion and reduce dust emissions. Following completion of mining activities,
this material will be reapplied to the post-mining surface. The final surface will then be
vegetated with grasses for grazing.
This project is tentatively scheduled to be heard by the Planning Commission on
December 5, 2002. The Community Development Department has reviewed the Quarry
Excavation application and responses from other agencies and will be recommending
that the Planning Commission approve the project subject to the following Conditions of
Approval.
