Biological Resources, MONK&ASSOCIATES <br /> Impacts and Mitigations <br /> Tracy Facility Expansion Site <br /> 1. INTRODUCTION <br /> Monk&Associates (M&A) have contracted with Granite Construction Company(Granite)tQ <br /> prepare this biological resources,impacts, and mitigation analysis for the proposed expa=nsion of <br /> Granite's Tracy Facility in San Joaquin County, California. The purpose of this biological <br /> resources report is to provide a description of existing biological resources on the proposed <br /> Tracy Facility expansion site(herein referred to as the project site) and present the potential <br /> impacts to biological resources associated with expansion of the project as currently proposed. <br /> This report also provides mitigation measures that,when implemented,would reduce all project- <br /> related impacts to biological resources to less than significant levels. <br /> 2. PROJECT LOCATION <br /> The proposed Tracy Facility expansion site(the project site)is located west of the existing Tracy <br /> Facility,west of the California Aqueduct,on the east side of I-580 in southwestern San Joaquin <br /> County(Tigure:1.). The legal description of-- e projeet site sa the South Wd§t`l bf S-&6-F166117, <br /> Township 3 South,Range 5 East,Tracy, California 7.5 minute U.S. Geological Survey <br /> Quadrangle. <br /> 3. HISTORY OF THE PROJECT AND THE PROJECT SITE <br /> Both the proposed project and the project site have a long history. The project as currently <br /> proposed has undergone substantial modifications to reach the point where it is today. The <br /> project site has been altered over the years during past mining activities'and other land use <br /> manipulations. A discussion of the project and project site's history are provided below. Cf <br /> 3.1 Project History <br /> In 1979, Granite was granted an excavation permit by San Joaquin County(EP-80-3)to remove <br /> sand and gravel from a 267-acre parcel of laud which lies within the Corral Hollow Creek <br /> alluvial fan near Tracy. The parcel is divided into a west half(the proposed expansion site)and <br /> an east half(the existing Tracy Facility)by the California Aqueduct. Excavation began on the <br /> east half in 1979. By 1989, excavation had been continuous on the east half but had not yet <br /> begun on the west half(the expansion site). In 1989 Granite submitted an application to San <br /> Joaquin County to renew the then existing excavation permit(QX-89-1). In response to this <br /> application, California Department of Fish and Game(CDFG) objected to including the west half <br /> of the parcel in the permit renewal because of the then pending development of the San Joaquin <br /> Kit Fox (Vulpes macrotis mutica)Habitat Conservation Plan(HCP). Since mining of the west <br /> half had not yet begun under the Granite permit, San Joaquin County concurred with CDFG and <br /> subsequently issued a renewal permit(QX-89=1)that only permitted mining on the east half of <br /> the parcel(the existing Tracy,Facility). <br /> There have been seven previous excavation permits authorized by San Joaquin County for <br /> mining the 267 acre parcel: EP-71 (1966),EP-98 (1967),EP-136 (1968), EP-173 (1969),EP-71- <br /> l <br />
