25 November 2015 <br /> AGE Project No. 15-3594 <br /> Page v <br /> Phase I Environmental Site Assessment <br /> HOWARD LAND COMPANY PROPERTY <br /> 161 East Transportation Drive , French Camp, California <br /> EXECUTIVE SUMMARY <br /> Advanced GeoEnvironmental , Inc. conducted this Phase I Environmental Site <br /> Assessment of the property located at 161 East Transportation Drive , French Camp , <br /> San Joaquin County , California , in conformance with the scope and limitations of ASTM <br /> Standard Practice E1527-13 , the Environmental Protection Agency Standards and <br /> Practices for All Appropriate Inquiries (40 CFR Part 312) . <br /> PROPERTY USE <br /> The subject property occupies approximately eleven acres on the eastern portion of the <br /> parcel identified by the San Joaquin County Assessor's Office as APN 193-270- 18 . The <br /> subject property area is located on the east end of East Transportation Court, <br /> approximately 600 feet east of Harlan Road . The property is currently occupied by <br /> Schneider Transportation (Schneider) , and utilized as a trucking operation and training <br /> facility. The facility includes an approximately 21 ,600 square foot truck terminal and <br /> maintenance shop building with attached two-story office area (office/workshop <br /> building) , and a fueling island with four dispensers and two 12 , 000-gallon diesel above <br /> ground storage tanks (ASTs) . At the time of the site reconnaissance , Schneider was in <br /> the process of vacating the property . <br /> Based on a review of historical documents , the subject property was utilized <br /> agriculturally from at least the late 1930s to the early 1990s . By the late 1990s the <br /> property was developed with the existing trucking terminal and maintenance facility. <br /> FINDINGS <br /> Based on the standards set by ASTM Standard Practice E1527- 13 , a recognized <br /> environmental condition (REC) is the presence or likely presence of any hazardous <br /> substances or petroleum products in , on , or at a property: ( 1 ) due to release to the <br /> environment; (2) under conditions indicative of a release to the environment; or (3) <br /> under conditions that pose a material threat of a future release to the environment. <br /> Conditions that are determined to be de minimis, which do not present a threat to <br /> human health or the environment and that generally would not be the subject of an <br /> enforcement action if brought to the attention of appropriate governmental agencies , are <br /> not recognized environmental conditions . <br /> The standard further identifies historical RECs and controlled RECs . An historical REC <br /> (HREC) is a past release of any hazardous substances or petroleum products that has <br /> Advanced GeuEnvironmental, Inc. <br />
