W GIR, <br /> _ Southwest, Inc. <br /> PHASE I <br /> ENVIRONMENTAL SITE ASSESSMENT REPORT <br /> 79.70-acre Agricultural Property <br /> 16848 N.Tully Road/Sargent Road <br /> Lockeford,California <br /> 1.0 INTRODUCTION <br /> WGR Southwest,Inc. was contracted by Victor Anaya Etal to conduct a Phase I Environmental <br /> Site Assessment for the above-referenced property as required as a pre-requisite for a parcel <br /> division by the San Joaquin County Environmental Health Department. The property owners <br /> are attempting to divide the property into two semi-equal parcels. The site is currently mostly <br /> undeveloped agricultural rangeland. It is located at the northwest corner of the intersection of <br /> Tully Road and Sargent Road south of in the town of Lockeford, in San Joaquin County, <br /> California. The property is 79.70 acres in size. The site is situated approximately 2 miles east <br /> of Highway 88 at an approximate elevation of 100 feet above mean sea level (MSL). Paddy <br /> Creek runs east to southwest across the property (Figures 1 and 2, current topographic and <br /> site maps). <br /> LI PURPOSE <br /> The purpose of this investigation was to determine if any recognized environmental conditions <br /> (the presence or potential presence of any hazardous substances, wastes, or contaminated soil <br /> or water) exist at the site and for the user to satisfy one of the requirements to qualify for the <br /> "innocent landowner" defense to CERCLA liability. The investigation was conducted in <br /> general accordance with ASTM Standard Practice E 1527-00. <br /> The investigation consisted of four main components: <br /> 1. Records Review- A review of standard and supplemental Federal and State environmental <br /> record sources for the subject property and adjacent properties. Additional local records were <br /> reviewed to supplement the Federal and State sources when more information was required to <br /> clarify the status of a particular site, which had the potential to affect the subject property. As <br /> part of the record search, historical aerial photographs were inspected to determine previous <br /> uses of the subject site and adjacent properties. <br /> 728.PRI.00 Page 2 June 2,2004 <br />
