Neighborhood Opposition <br /> The Community Development Department has received;one letter of support and five letters in <br /> opposition. The opposition letters expressed concerns regarding noise and traffic. <br /> Noise <br /> Several neighbors expressed concern regarding the amplified noise from existing live music events. The <br /> applicant is proposi0g thirty (30) marketing events. The applicant has indicated there will be amplified <br /> sound outdoors at this, marketing events. Amplified sound is permitted at both indoor and outdoor special <br /> events and both indopr and outdoor marketing events pursuant to Development Title Section 9-1075.8 0). , <br /> The project is subjeot to the Development Title's stationary noise standards (50 dB Hourly Equivalent' <br /> Sound Level daytime, 45 dB Hourly Equivalent Sound Level nighttime, 70 dB maximum sound daytime, <br /> 65 dB maximum so0od nighttime) for the neighboring outdoor activity area or at the lot line if no activity <br /> area is known. Ma*eting events shall not extend beyond 10:00 p.m. pursuant to Development Title <br /> Section 9-1075.8(m)(C)(2).. Additionally, there is an existing six (6) foot high masonry wall near the <br /> northern boundary of the project site. The nearest residence is located on the parcel.to the north, 400 <br /> feet north of the marketing event area. The applicant must comply with these noise standards. <br /> Traffic <br /> Neighbors indicated`"'vents have more than 120 people present and attendees park along Turner Road. <br /> However, the applicant stated there will be a maximum attendance of 120 people at the marketing events <br /> in the revised marketing plan and, therefore, is able to provide the minimum required number of parking <br /> spaces on-site. Forty (40) parking spaces will be required for the marketing events (one parking space <br /> for every three marketing event attendees). Development,Title Table 9-1015.3(a) requires that 2.5 parking <br /> spaces must be prdAded for each 1,000 square feet of.„bullding area. The required number of parking <br /> spaces at the site is 10 spaces, 1 of which must be handicapped accessible, for the existing 4,000 square <br /> foot multipurpose budding. The Site Plan indicates 78 parking spaces will be provided,,which exceeds <br /> the number of required on-site parking spaces. Additionally, the Department of Public Works determined <br /> that the project would not require a traffic study as the applicant expects a maximum attendance of 120 <br /> people and the refo4ben e rates less than 5.0 trips per any one hour, which is the threshold for requiring a <br /> traffic study. As a c;c;ndition of approval, the Department of Public Works reserves the right to require a <br /> traffic study if any arketing events are held for more than 150 people. Additionally, as a condition of <br /> approval, the applicant is requesting to establish a 'No Parking _zone along the north and south sides of <br /> Turner Road, extending 500 feet east and 500 feet west from the intersection of the easterly property line <br /> of APN 029-020-02 ajld the Turner Road right-of-way. On-site lighting at the intersection of both the east <br /> and west sides of th�e project driveway entrance at the intersection of the Turner Road right-of-way shall <br /> also be provided.
