i
F
t
RE: PA 0800180 Mencarini/Abundance Winery
We several neighbors request an official acoustical study be made of the
Abundance site during a typical "marketing event" or a mock-up thereof.
Our unofficial study indicates a sound level of approximately 80 decibels
measured at the site's east and north lot lines during events held there on
October 2 and 3, 2010. We judge these events to be typical regarding the
sound level.
At 80 decibels the sound power exceeds the sound power level considered
maximum by the county in this situation - exceeds it by 15 decibels. To
comply with county code the applicant will have to reduce the power.of his
amplifiers by over 90%. Yes, a 90% reduction!
In spite of this, the applicant has refused requests to "turn it down".
Presumably not just to be mean, but because pop rock and roll parties
require high sound levels to generate excitement. No string quartets play
here. We assert that tourism is only marginally represented at these
events, if at all.
Given the magnitude by which past events have exceeded county noise limits,
what are the odds that the applicant will be content to comply with county
codes henceforth?
Apparently little forethought was given to the site's acoustic properties
while in the planning stage. Most glaringly, the band and their audio
speakers set up outside within 50 feet of a two story building, the walls of
which reflect sound to the east and north well above the much lower walls
and fences which enclose the site. Thus, there is a inherent sounding board
effect.
Unless an engineered solution 'for the outdoor venue can be found or a
serious change made to the type of events held there, we foresee constant
tension between ourselves and the applicant. We also foresee a number of
nuisance calls to the Sheriff.
PLEASE DO NOT APPROVE THIS APPLICATION AS IT STANDS
