b. The Environmental Health Division requires a soil suitability/nitrate loading study, incorporating <br /> winery waste, the number of proposed employees, and customer use, which indicates that the area <br /> is suitable for septic tank usage. This must be performed prior to the issuance of building permits <br /> and/or final occupancy approval (Development Title Section 9-1105.2[d]). A nitrate loading study is <br /> required, and a review fee of $445.00 must be paid at the time of submittal to the Environmental <br /> Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> of the EPA Design Manual for on-site wastewater treatment and disposal systems is required for <br /> each parcel. A permit fee of$89.00 is required for each percolation hole. <br /> c. The existing wells and the proposed use may need to meet the requirements of a public water <br /> system as defined in the California Safe Drinking Water Act by serving 25 or more individuals for at <br /> least 60 days per year. A yearly permit to operate a public water system will be required by the <br /> Environmental Health Division (Development Title Sections 9-1120.2 and 9-1115.9). <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR, Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> NOTE: Contact Adrienne Ellsaesser at the Environmental Health Division (209-468-0343) for <br /> determination of the requirement. <br /> d. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to final occupancy approval (Water Code, Article 5, Section 13280). <br /> e. Submit three sets of food facility plans to the Environmental Health Division for review and approval <br /> prior to issuance of building permits (California Health and Safety Code Section 113915). <br /> f. Refuse, garbage, and other solid waste material must be stored, removed, and transported to an <br /> approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400). <br /> 4. WOODBRIDGE FIRE DISTRICT (Staff Contact: Michael Kirkle, 369-1945) <br /> a. Fire flow will be provided for proposed buildings by the use of a static water supply (NGPA 1231 of <br /> the National Fire Code and San Joaquin County Fire Chiefs Standards). The location and placement <br /> shall be as directed by the Woodbridge Fire District <br /> b. Fire department roads shall be in accordance with Section 902.2 of the California Fire Code and the <br /> standards adopted by the San Joaquin County Fire Chiefs Association. Inspection of the access <br /> roads shall be completed by the Woodbridge Fire District. <br /> c. Fire department access to buildings shall be in accordance with Section 902.4 of the Uniform Fire <br /> Code. Key box and access system information shall be as provided by the Woodbridge Fire District <br /> The location of the key box and/or access system shall be under the direction of the Woodbridge Fire <br /> District. <br /> d. Fire extinguishers shall be installed in accordance with the California Fire Code, Volume 2, Standard <br /> 10-1. <br /> e. Fire permits may be required prior to occupancy if operations hazardous to life or property are <br /> conducted.
