Analysis <br /> Background <br /> On May 7, 1998, the Planning Commission approved Use Permit No. UP-98-3. This approval was for a <br /> winery in an existing 1,837-square-foot shop building. The winery, known as Jessie's Grove, produces <br /> approximately 9,480 gallons of wine, or 4,000 cases (2.37 gallon = 1 case), annually. This winery is <br /> classified as a Small Winery based on the amount of wine produced (Development Title Section 9- <br /> 115.590[b]). <br /> Marketing Events <br /> The applicant is proposing twelve (12) marketing events per year. These events would occur twice a month <br /> during the months of April through October. Two types of marketing events are proposed: <br /> • Shakespeare in the Grove: This event includes wine tasting as its primary focus with local artists <br /> displaying their works, and local actors performing live plays on an outdoor stage in the existing oak <br /> grove on the property. The purpose of these events is to draw new customers to Lodi to taste wines <br /> and to see the history and beauty of the historic vineyard, pasture, and countryside of the <br /> Appellation. The goal is to pair wines with different art forms, while maintaining a family oriented <br /> environment. The average attendance is expected to be 150 people. <br /> • Music in the Grove: This event includes wine tasting as its primary focus with local artists displaying <br /> their works and bands performing live music. The goal is to introduce the wines to a new customer <br /> base to increase both direct and indirect sales. The average attendance of this event is expected to <br /> be 250 people. <br /> The events are expected to occur during the hours of 12:00 p.m. to 4:00 p.m. during the springtime and <br /> during the hours of 3:00 p.m. to 7:00 p.m. during the summertime. All food served at the events will be <br /> prepared both on-and off-site by a caterer. One hundred percent (100%) of the wine served is from Jessie's <br /> Grove winery and will be available for purchase. <br /> Parking Requirements <br /> Based upon an average expected attendance of 250 people at the marketing events, 83 parking spaces will <br /> be required (1 space for every 3 attendees). The winery currently has seven (7) parking spaces that can be <br /> included in the spaces required. The driveway has a length of 1,254 feet and can accommodate a maximum <br /> of 136 parking spaces. Automobiles will not be permitted to park within the right-of-way of Turner Road. The <br /> applicants have stated that two (2) parking attendants will be at each event to direct traffic into and out of the <br /> property. The parking area is adjacent to vineyards (owned by Spenker Ranch, Inc.)east of the driveway <br /> and will use grass for surfacing material. The grass area will be maintained or watered down prior to events <br /> to control dust. <br /> Neighborhood Concerns <br /> The Community Development Department has received four(4) letters of concerns regarding the <br /> proposed events.
