Noise: Development Title Section 9-1025.9 states the following: "The hourly equivalent sound <br /> level (Leg) shall average no more than 50 dB nor exceed the maximum (Lmax) of 70 dB during <br /> the daytime hours of 7 a.m. to 10 p.m. Where the location of outdoor activity areas is unknown or <br /> is not applicable, the noise standard shall be applied at the property line of the receiving land use. <br /> Each of the noise level standards shall be reduced by 5 dB for impulsive noise, single tone noise, <br /> or noise consisting primarily of speech or music." Although special events and marketing events <br /> do permit both indoor- and outdoor-amplified noise, marketing events shall end by 10 p.m. <br /> (Development Title Section 9-1075.5[m]). <br /> The applicants have stated that marketing and special events are expected to end by 7 p.m. <br /> during the summertime. Approximately six (6) of the marketing events will include outdoor <br /> amplified music. The winery is located on an 81.85-acre parcel owned by Spenker Ranch, Inc. <br /> The winery is surrounded by agricultural land also owned by Spenker Ranch, Inc. Seventy-one <br /> (71) acres border the eastern property line, and 156 acres border the west property line of the <br /> winery. The majority of the adjacent 227 acres are planted in vineyards. The nearest neighbor is <br /> located approximately 1,300 feet east of the winery on the opposite side of Davis Road. <br /> Traffic: The neighbors are also concerned about the amount of traffic generated as a result of <br /> the large number of attendees at the events. The attendees of the marketing events will be <br /> entering and exiting off of Turner Road. The driveway is required to have a minimum width of <br /> twenty-five (25) feet for two-way traffic.
