Recommendations <br /> Action <br /> It is recommended that the Planning Commission.- <br /> 1. <br /> ommission:1. Approve the Negative Declaration; and <br /> 2. Approve the Revisions of Approved Actions for Use Permit No. UP-98-3 with the Findings and <br /> Conditions of Approval contained in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • The establishment, maintenance, and operation, of the winery does not conflict with the <br /> General Plan because the accessory use (marketing events)to wineries proposed in the <br /> Revisions of Approved Actions application for UP-98-3 is consistent with the AIG General <br /> Plan designation and may be conditionally permitted in the AG-40 zone. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • Adequate roadway widths and surfacing material, sanitation, and water supply <br /> improvements have been required by the Community Development Department and <br /> Department of Public Health Services. The Department of Public Works is requiring that <br /> traffic impact mitigation fees be collected for the project. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • The property involved is of adequate size (81.85 acres) and shape to accommodate the <br /> proposed use and all building coverage, setbacks, parking areas and other requirements <br /> of this Title. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because an Initial Study prepared for this project found no <br /> potentially significant environmental impacts. <br /> 5.
