The sign proposed at <br /> the intersection of Turner Road and DeVries Road is considered an "off-premise" sign <br /> because it is located on a separate parcel than the winery. Off-premise signs are not <br /> permitted in the AG-40 zone. The proposed sign at the corner of Turner Road and Davis <br /> is not considered an "off-premise" sign because it is proposed on the same parcel as the <br /> winery. The proposed sign has a face area of nine (9) square feet and is approximately <br /> three (3) feet in height. The sign will be required to be setback a minimum of five (5) feet <br /> from future right-of-way lines, including corner cut-off (snipe), and shall not block <br /> pedestrian or vehicle rights-of-ways. (Development Title Section 9-1710.2[g]) <br /> Location of Signs <br /> The proposed location of the sign is within the ultimate rights-of-ways of Turner Road <br /> and Davis Road. Turner Road has a planned right-of-way of 84-feet. Davis Road has a <br /> planned right-of-way of 80-feet. As a result, the applicant has the following three (3) <br /> options: <br /> 1. Install the sign out of the County rights-of-ways (sign 3' or under); <br /> 2. Install the sign out of the County rights-of-ways and out of the snipe (30' x 30') <br /> between Turner Road and Davis Road (sign over 3' in height); or, <br /> 3. Remove the sign completely. <br /> This matter must be resolved prior to the Planning Commission meeting. Condition 1.j. <br /> shall be modified accordingly. <br /> Circulation <br /> The applicant is proposing to surface the sixteen (16) foot egress driveway to Davis <br /> Road with aggregate base. Development Title Section 9-1075.3[ i ] states that large <br /> wineries shall surface with asphalt concrete or Portland cement concrete. However, <br /> because the number of days and hours of operation are limited and because the <br /> driveway is completely surrounded by Spenker Ranch, Inc. vineyards, the Community <br /> Development Department will be recommending that the egress driveway to Davis Road <br /> be surfaced with aggregate base. <br /> This project is tentatively scheduled to be heard by the Planning Commission on August <br /> 1, 2002. The Community Development Department has reviewed the Revision of <br /> Approved Actions application and responses from other agencies and will be <br /> recommending that the Planning Commission approve the project subject to the <br /> following recommended Conditions of Approval. <br />
