TURNER ROAD, LODI) <br /> The applicant has submitted the above referenced pre-application for a Zone Reclassification to <br /> change the Zoning of 2.47 acres of a 3.74-acre parcel from AG40 (General Agriculture, 40-acre <br /> minimum) to C-X (Crossroads Commercial). The applicant states that the underlying project <br /> would be for agri-tourism businesses similar to wine, olive oil, and cheese tasting (Use Type: <br /> Retail Sales & Services, Intermediate). <br /> The project site is located on the southeast corner of Turner Road and Thornton Road, west of <br /> Lodi. <br /> The property has a General Plan designation of A/G (General Agriculture) and is zoned AG-40 <br /> (General Agriculture, 40-acre minimum). <br /> The Community Development Department has reviewed the pre-application for PA-1300122 and <br /> offers the following comments: <br /> General Plan Policies <br /> Commercial Land Use Categories and Uses (General Plan Vol. I Page IV-28) <br /> "Crossroads commercial areas may be permitted, with appropriate commercial zoning, in <br /> Limited and General Agriculture areas to offer a limited selection of convenience goods and <br /> services to rural areas outside communities. Crossroads commercial areas shall be: <br /> (a) located at an intersection on a Minor Arterial or roadway of higher classification; <br /> • Thornton Road is classified as a Minor Collector roadway and Turner Road is <br /> classified as a Major Collector roadway by the Department of Public Works. Both <br /> classifications of roadway are of lower classification than a Minor Arterial. <br /> Because both Thornton Road and Turner Road are currently not Minor Arterial or <br /> higher classification roadways, this policy cannot be met. <br /> 1 <br />
