The nearest area that <br /> serves a crossroads commercial function is Flag City at the intersection of State <br /> Route 12 and Hwy 5, which is two miles from this proposed project. The <br /> proposed project meets this locational criterion. <br /> (c) limited to one corner of an intersection; and <br /> • The proposed project meets this locational criterion. <br /> (d) able to function safely on a septic system with an individual water well." <br /> • The proposed project is located on parcel no. 025-110-11. The legal lot consists <br /> of two parcels: 025-110-10 and 025-110-11. Parcel no. 025-110-10 is located on <br /> the southwest comer of Turner Road and Thornton Road, across Thornton Road <br /> from the project site. The conceptual plan for the underlying project shows the <br /> septic system and stormwater retention basin located on parcel no. 025-110-10. <br /> The Environmental Health Department and the Department of Public Works will <br /> review and approve the proposed location of the septic system and stormwater <br /> retention basin, respectively. The location of the well was not indicated on the <br /> conceptual plan, but the Environmental Health Department will be responsible for <br /> approving the well permit. At the time of development, the applicant will have to <br /> meet the requirements of the Development Title concerning the septic system, <br /> well, and stormwater retention basin. <br /> Zone Reclassification <br /> In order to approve an application for a Zone Reclassification, the Planning Commission and the <br /> Board of Supervisors must determine that all of the following are true: <br /> — The proposed zone district is consistent with the General Plan, any applicable Master <br /> Plan, and any applicable Specific Plan; and <br /> — The proposed zone district is reasonable and beneficial at the time. <br /> • Because the proposed project does not meet the minimum General Plan policy <br /> requirements for the roadway classification, it is not consistent with the General Plan. <br /> Therefore, the Zone Reclassification is not reasonable and beneficial at this time until <br /> the project can become consistent with the General Plan. <br /> Underlying Project <br /> The underlying project on this property is for agri-tourism businesses similar to wine, olive oil, and <br /> cheese tasting (Use Type: Retail Sales & Services, Intermediate). In the C-X (Crossroads <br /> Commercial) Zone, this use type may be conditionally permitted with an approved Site Approval <br /> application. If the Board of Supervisors approves the full application for a Zone Reclassification, <br /> then a Site Approval application must be approved by the Community Development Department <br /> before the proposed businesses can begin operation. <br /> At the time of the Site Approval application, a full review of the proposed infrastructure services <br /> will be conducted. The proposed septic system and well will be reviewed by the Environmental <br /> Health Department. The proposed retention basin will be reviewed by the Department of Public <br /> Works. <br /> 2 <br />
