' These photos are included in Appendix 3 of this report. <br /> 4.0 SITE INSPECTION <br /> Abigail Racco of Live Oak inspected the site on February 21, 2011. Photographs of the <br /> Site are attached to this report as Appendix 2. <br /> The Site is an open field planted with winter oats. An irrigation well was observed at the <br /> southeast corner of the Site; based on the infrastructure present, the well appears to be <br /> a former mixing location for agricultural chemicals. An irrigation pump was observed <br /> near the center of the Site. No oil stains were observed at either location. <br /> Three pole-mounted transformers were observed near the pump, three at the well, and <br /> three more along the southern property line. The transformers were not labeled with <br /> .blue stickers to indicate they are free of polychlorinated biphenyls (PCBs). The <br /> transformers did not appear damaged or stained. <br /> To the south of the Site, across Ullrey Avenue, are orchards with rural residences. A <br /> residential subdivision and a recently cleared orchard are located to the west. A <br /> residential subdivision and a middle school are located to the north. To the east is a <br /> canning facility owned by Escalon Premier Brands. <br /> 5.0 INTERVIEWS <br /> 5.1 Interview with,Prooerty Owners <br /> Jerry Paddack was interviewed by telephone on February 21, 2011. He indicated that <br /> he and his two brothers, Vernon and David, have owned the Site for ten to 15 years; it <br /> has been in the family since approximately 1976. Mr. Paddack stated that the Site was <br /> originally a vineyard. His father planted it with almonds, and those trees were removed <br /> two to four years ago. Agricultural chemicals were mixed on the Site for use in the <br /> almond orchard. The Site is currently leased to Henry Van de Pool to grow winter oats; <br /> there is no functional irrigation on the Site at this time. Mr. Paddack indicated that an <br /> SSJID irrigation pipeline runs along the southern property line; a pipe runs from there to <br /> the pump at the center of the Site. <br /> Mr. Paddack was not aware of any fuel tanks, dumping, or other environmental issues <br /> on or adjacent to the Site. <br /> LOGE 1109 Page 3 <br />
