i
6.0 SITE DOCUMENTS
6.1 Environmental Health Department Records
The EHD was contacted regarding the Site address of 25001 East Ullrey Avenue.
According to Cheryl Field, no environmental records are on file for these addresses
(personal communication, February 25, 2011).
Live Oak requested copies of the EHD well and septic permit files for the Site.
According to Tami Lowe, no such permits are on file for the Site address (personal
communication, March 9, 2011).
7.0 GOVERNMENT AGENCY RESEARCH
7.1 EPA Databases
The California Environmental Protection Agency (EPA) manages contaminated sites
through two sub-agencies: the State Water Resources Control Board (SWRCB) and the
Department of Toxic Substances Control (DTSC). The SWRCB's GeoTracker database
includes underground storage tank (UST) sites, leaking underground storage tank
(LUST) sites, cleanup program sites, and land disposal sites. DTSC's EnviroStor
database includes Federal Superfund sites, State response sites, voluntary cleanup
sites, school cleanup sites, corrective action sites, and permitted hazardous waste
facilities.
Live Oak searched both databases on February 16, 2011 for any listed sites within one-
quarter mile of the Site. The subject Site was not listed on either database. One listed
facility was identified within one-quarter mile. Escalon Packers, 1905 South McHenry
Avenue, is listed on GeoTracker as a closed LUST case. According to GeoTracker, the
case was opened in 1987 and closed in 1992. It is discussed in detail below.
7.2 Environmental Health Department Databases
On March 10, 2011, Live Oak reviewed two databases maintained by the EHD, the
Underground Storage Tank Site Mitigation List, dated May 7, 2010, and the Unit 1V
Sites (LOP) list, dated May 2010, for surrounding facilities of concern. One listed
facility, Escalon Packers, was found within one-quarter mile of the subject Site.
Live Oak reviewed the EHD file for Escalon Packers (a.k.a. Escalon Premier Brands,
Heinz), located at 1905 South McHenry Avenue, on March 24, 2011. This facility is
located adjacent to the east of the project Site. According to a 2008 Above-ground
Storage Tank (AST) Inventory, 600 gallons of oil, 440 gallons of gear oil, and 275
gallons of waste oil are stored at the facility.
