Given this information we are concerned about seepage of any <br /> sewage; waste;and/or runoff from the;poultry farm facilities into the ground water. <br /> Waste and/orrunofffrom poultry;farm facilitie`s:and operations needs to be fully <br /> contained on the property,.in sealed ponds built to near 100 year levee standards <br /> (This parcet.was partially underwater;with levee seepage in the spring of 1997— <br /> pictures of the property during the flood events that spring are attached for your <br /> revier ).. <br /> 4. Given this parcel was partially underwater from levee seepage in the spring of <br /> 1997 (See previously photos)the approval of permits for the construction of lay <br /> houses and an egg processing/office facility need to require these facilities be <br /> constructed on raised foundations placing them above any contemplated flood or <br /> seepage elevation. <br /> 5. Waste management is an important issue. Improper waste management in poultry <br /> operations results in intolerable problems with both flies/insects and smells. Strict <br /> requirements and enforceable standards need to be part of any permit issued for <br /> the operation of a poultry farm to ensure neighbors and particularly property <br /> planned for residential development on Stewart Tract down wind from the <br /> proposed facility is not adversely affected. <br /> 6. The parcel you are considering (APN: 191-07-17)presently shares an agricultural <br /> drainage system and discharge to Old River with several neighboring landowners. <br /> A new and separate drainage system with sealed holding ponds should be required <br /> to serve this parcel if a change in land use to a poultry farm and related operations <br /> is approved. <br /> 7. The Applicant's permit application indicates water for the poultry farms operations <br /> is to be supplied from wells. This is not typical for farms in our area that pump <br /> irrigation water from Old River. It needs to be determined if water suitable to <br /> support the projected poultry operation is available from wells without causing <br /> problems to neighboring domestic wells. <br /> 8. The Applicant's permit application indicates there are no wildlife conflicts on the <br /> property in question. Be advised our property(Approximately % mile from the <br /> subject parcel)has Swanson Hawks nesting annually. State of California <br /> representatives have banded Swanson Hawk chicks on our property and tested <br /> them for West Nile Virus. The property in question and other neighboring <br /> properties have additional nesting sites available. Further, we have observed <br /> Burrowing Owls on property between our parcel and. APN: 191-07-17. We do not <br /> know what the increased activity associated with poultry farm operations would <br /> do to the established nesting patterns of Swanson Hawks or Burrowing Owls. <br /> 9. Poultry Farm operations on APN: 191-07-17 or other parcels would result in <br /> additional lighting. We value our"night sky"and have seen it degrade severely <br /> in the past years with surrounding development in Lathrop and Tracy. Existing <br /> lighting restrictions included with development, building or operating permits are <br /> not working or are being ignored. Strict and enforceable lighting restrictions need <br /> to be part of any permit approval. <br /> 10. A poultry farm business with six lay houses and an egg processing plant/office is <br /> a seven-day a week operation that will generate significant additional year around <br /> 2 <br />
