February 11, 2005
NOA Project Number: E04146A
V15.0 CONCLUSIONS AND RECOMMENDATIONS
Given the historical uses of agricultural chemicals and petroleum products on the subject property,
meaningful conclusions regarding the presence or extent of such material cannot be determined without
La soil sampling and analysis.
If Mr.Watts or the EHD are concerned about the potential presence of lead-based paints or asbestos-
containing materials in the older structures on the site, a survey to detect such materials may be
conducted.
r
j/ The area of debris and burned rubble west of the subject property should be periodically monitored for
changes or new conditions which could potentially impact the subject property. If Mr. Watts or the
EHD are concerned about the proximity of the burned debris area to the subject property, further
L. investigation may be conducted at the northwestern corner of the subject property.
Should new construction require the development of additional domestic wells, or should the current
+— residents be interested in determining the quality of their drinking water,EHD should be contacted for
direction regarding the potential for impacts to groundwater from the agricultural history of the vicinity.
+ r/ The piles of metal, tank, and other surface debris identified on the subject property should be removed
from the site and disposed appropriately.
•
-/ 6.0 LIMITATIONS
This report was compiled as a Surface/Subsurface Contamination Report for the subject property. This
. report contains information and data provided to NOA by several sources. NOA in no way warrants
the accuracy or completeness of the information provided to this investigation by those sources.
. It should be noted that when a surface/subsurface assessment is completed without sample collection
and quantitative analysis of soil and groundwater beneath the site, as in this study, no statement of
scientific certainty can be made regarding latent subsurface conditions which may be the result of on-site
►r or off-site sources. The findings and conclusions of this report are not scientific certainties, but rather,
probabilities based on professional judgement concerning the significance of the data gathered during
the course of this investigation. NOA is not able to represent that the site or adjoining land contains
6, no hazardous waste, oil, underground storage tanks,or other latent condition beyond that detected or
observed by NOA during the Surface/Subsurface assessment. The possibility always exists for
contaminants to migrate through surface water, air, or groundwater.
Our office has not been provided with specific criteria for the development of this report other than
a request to evaluate the property in question for possible problems related to toxic or hazardous agents,
r..
not have we been directed to address any specific questions concerning the site. Should there be a need
to conduct an investigation into a specific question not addressed in this report, contact our office
immediately regarding your concerns.
1..
10
.M
